EVENT DESCRIPTION On July 15, 1991, two Least Terns, an endangered species, were found in one of the site's evaporation/percolation ponds(commonly called the storm water basins). The birds feathers were found to be partially coated with oil.The oil on the birds was apparently from the basins water surface and was believed to have originated from a turbine lube oil sump in the plant power block(the amount of oil in, the water basin was determined to be less than 25 gallons). No unusual plant operating conditions were noted at the time the birds were found or just prior to the event. The birds were recovered from the basin and transported to the Treasure Coast Audubon Wildlife Hospital in Hobe Sound, Florida.Hospital officials subsequently reported to Florida Power and Light Company on July 17, 1991 that the birds had died. The removal of the birds from the basin and their subsequent deaths was reported to the U.S.Fish and Wildlife Service (FWS)and the Florida Game and Freshwater Fish Commission (GFC)as required by the Special Purpose and Carcass Salvage Permits, respectively.

Additionally, plant personnel reported the event to the NRC as required by 10 CFR 50.72 b.2.vi.The only immediate agency response was from the FWS representative who requested that the Least Tern carcasses be buried'or incinerated.

The Treasure Coast Wildlife Hospital indicated that the birds would be incinerated.

The plant is evaluating the feasibility of installing an oily/water separator on the turbine lube oil sump in an effort to determine if all oil can be precluded from reaching the storm basins in the future.
