Dear Ms. Buerki:

As you know, Florida Power and Light Company's St. Lucie Power Plant is experiencing periodic failure of the Mangrove Impoundment drainage area wall (NPDES Permit No. FL0002208, Serial No. 006C), which receives stormwater from the plant's east parking lot. Following recent temporary repairs to the wall, a rainfall event of over four inches caused another breach sometime during the night of December 4, 1994. As a result, approximately two million gallons of untreated parking lot runoff entered the Mangrove Impoundment 008E. No significant amounts of suspended solids or oil sheen have been observed in the impoundment following any of these events, therefore no significant environmental impact is expected.

A design modification plan for the impoundment wall is complete.

Aluminum sheet pile will be driven several inches in front of the wall and down to a depth of approximately five feet into the soil.

A 12 inch thick concrete plug will then be poured between the sheet pile and the wall to prevent water from seeping under the wall. This repair is expected to commence the week of December 12, 1994 and could take as long as 45 days to complete, however, water from the east parking lot will be diverted to the plant's percolation pond system until the modifications are accomplished. This will preclude further bypass events into the mangrove impoundment.

As per Part II-D.8., of the site's NPDES permit; Region IV, USEPA was verbally notified of the event during the afternoon of December 5, 1994. This letter serves as the required written submission.
