Re: St. Lucie Units 1 and 2 Docket Nos. 50-335 and 50-389 Environmental Protection Plan Report-NPDES Re ortable Event In accordance with Section 3.2.1. of the St. Lucie Units 1 and 2 Environmental Protection Plans, attached is a copy of the Discharge Monitoring Report (DMR) required by the St. Lucie Plant NPDES Permit with respect to a 'reportable event. Additionally, a description of the event is provided.

Very truly yours, W. F. Conw y Senior Vice President Nuclear WFC/MSD/cm Attachments cc: Malcolm L. Ernst, Acting Regional Administrator, Region II, USNRC Senior Resident Inspector, USNRC, St. Lucie Plant an FPL Group company

Descri tion'of the Event On 10/21/88, at approximately ll:00 a.m., the St. Lucie Plant Neutralization Basin was neutralized to a pH of 10.4 prior to dfscharge to the storm drain system. This system normally drains to the west'percolation ponds. During the discharge, a pipe broke in a valve pit near the plant's intake canal.

Water overflowed the pit and flowed down an embankment to the intake canal before the operator was able to shut the pump off. An estimated 10,000 gallons of pH 10.4 water was released into the intake canal. Areas upstream and downstream in the canal were sampled ftanedfately followfng the release.

No difference in the pH of the saline intake water was detected.

A Plant Work Order was issued to repair the broken pipe. In the interim, Neutralization basin discharges are being dfscharged in accordance with the permit via NPDES Serial 002 to the intake canal.
