Nuclear Regulatory Commission Attn: Document Control Desk Washington, DC 20555 Re: St. Lucie Unit 1 Docket No. 50-335 Deviation of the Florida Wastewater Permit FL0002208 On October 16, 1995, the effluent pH of the Unit 1 Sewage Treatment Plant was observed to be 5.45 standard units which is below the 6.0 standard units required by the'astewater Permit. This deviation is being reported to the Florida Department of Environmental Protection (FDEP) in the Monthly Discharge Monitoring Report. A copy of the event is attached and is being sent pursuant to Section 3.2.1 of the St. Lucie Unit 1 Environmental Protection Plan.

As discussed in our previous letters L-95-150 dated May 16, 1995, and L-95-180 dated June 17, 1995, the U.S. Environmental Protection Agency has transferred administrative authority for the National Pollutant Discharge Elimination System (NPDES) Permit to FDEP.

FDEP has combined the NPDES permit and the State Wastewater Permit into a single document, WASTEWATER PERMIT NO. FL0002208.

Industrial Wastewater Permit No. FL0002208 Outfall Serial Number: 004-1 Domestic Wastewater Permit DO-56-194903 October 1995 On Monday, October 16, 1995, at 0802 AM, the St. Lucie Plant Unit 1 Sewage Treatment Plant (STP) effluent was tested and found to have a pH value of 5.45 Standard Units (S.U.).. FPL believes that increased numbers of personnel at the site during a refueling outage resulted in extra loading on the STP which, in turn, probably caused the upset. A sample, previously collected on Friday, October 13, at 1240 AM was within the specified limit for pH. Aeration tank pH samples for October 14, and 15, 1995 were 6.83 and 6.95, respectively. This indicates that the event was of a relatively short duration (probably less than a day).

Upon discovering the STP effluent situation, corrective action was initiated by adding sodium carbonate to the system. The effluent pH was immediately returned within limits of 6.0 to 9.0 S.U.

During the event, flow in the intake/discharge canal, which receives the Unit 1 STP effluent was approximately 500,000 gallons per minute. Flow from the STP is typically less than 10 gpm, therefore, no adverse effect on the environment was observed or expected.

Increased pH monitoring of the aeration tanks was undertaken following the event. This monitoring will be performed three times per day until the system has fully stabilized.
