SUMMARY OF NOVEMBER 5, 2013, PRE-LICENSING MEETING WITH ARIZONA PUBLIC SERVICE COMPANY REGARDING INCORPORATION OF NUCLEAR ENERGY INSTITUTE 11-04 INTO THE QUALITY ASSURANCE PROGRAM (TAC NOS. MF2871, MF2872, AND MF2873) On November 5, 2013, a Category 1 public meeting was held between representatives of the U.S. Nuclear Regulatory Commission (NRC) and Arizona Public Service Company (APS, licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The meeting notice and agenda dated October 9, 2013, are publicly available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML 13281 A203. The purpose of the meeting was to discuss the licensee's planned submittal of an license amendment request (LAR) for Palo Verde Nuclear Generating Station, Units 1, 2, and 3 (PVNGS), regarding an update of the PVNGS Quality Assurance (QA) Program to be consistent with Nuclear Energy Institute (NEI) 11-04, "Quality Assurance Program Description." This LAR would modify PVNGS's commitment to Regulatory Guide 1.33, Revision 2, "Quality Assurance Program Requirements (Operation)," February 1978 (ADAMS Accession No. ML003739995), to adopt Regulatory Guide 1.28, Revision 4, "Quality Assurance Program Criteria (Design and Construction)," June 2010 (ADAMS Accession No. ML 1 00160003), and NEI 11-04A. The licensee presented information on the background and content of the proposed request (see ADAMS Accession No. ML 13309A720). The licensee described consolidating Updated Final Safety Analysis Report (UFSAR) sections that describe QA and administrative requirements into two UFSAR sections and performing a complete rewrite of the QA Program consistent with the format and content of NEI 11-04A. In addition, the licensee provided an overview of the NEI 11-04 Deviation Matrix, Regulatory Guide Commitment Change Matrix, and Increase and Reduction in Commitment Matrix that will aid in the NRC staff's review of the changes to the QA plan. The NRC recommended that APS consider the following during its preparation of the LAR:
 
* Reviewing Administrative Letter 95-06, "Relocation of Technical Specification Administrative Controls Related to Quality Assurance," dated December 12, 1995 (ADAMS Accession No. ML03111 0271 ), which would allow removing references to Regulatory Guide (RG) 1.8, "Qualification and Training of Personnel for Nuclear Power Plants" and RG 1.33 out of the technical specifications and relocating the references into the QA Program.
