By letter dated March 23, 2016, Entergy Operations, Inc. (Agencywide Documents Access and Management System (ADAMS) Package Accession No. ML16088A324) submitted an application pursuant to Title 10 of the Code of Federal Regulations (10 CFR) Part 54, to renew the operating license NPF-38 for Waterford Steam Electric Station, Unit 3, for review by the U.S. Nuclear Regulatory Commission (NRC or the staff).

The staff's concern regarding adequacy of the RAPTOR-M3G used for license renewal time-limited aging analyses (e.g., reactor vessel fluence calculations) has been the subject of several rounds of requests for additional information (RAIs) and clarification calls, involving several issues that remain unresolved. The staff cannot complete its review of this program until the 10 CFR Part 50 issues associated with the use of the RAPTOR code are resolved. As a result, the staff has revised the license renewal safety review schedule milestones for the safety evaluation report (SER) with open items, the Advisory Committee on Reactor Safeguards (ACRS) subcommittee meeting, the final SER, and the ACRS full committee meeting. The new dates for the SER with open items, ACRS subcommittee meeting, the final SER, the ACRS full committee meeting, and the Office of Nuclear Reactor Regulation (NRR) Director Decision are now "To Be Determined" (TBD) pending the applicant's provision of a clear path forward for resolution of the staff's concerns. In addition, the environmental review milestones have been revised due to the need for a second round of Severe Accident Mitigation Analysis (SAMA) RAIs. Your staff was informed of the schedule delay during RAI clarification calls throughout the license renewal application (LRA) review.
