Thedevicesshallbequalified forusew1thmetallicterminallugs(uninsulated) andhoused1nametalenclosure withagasketeddoor.Nuclearenvironmental qual1fication ofanysafety-related devicetomeettheintentofIEEE323-1974isusuallyathree-step process,i.e.,1)radiation exposure; 2)ag1ng;and3)designbasiseventqualification (seismic, and,forequipment insidecontainment, LOCA).Thepurposeofthefirsttwostepsistoputthesampleequ1pment tobeusedforqualification intoacondition thatrepresents theworststateofdeterioration thataplantoperatorwillpermitpriortotakingcorrective action,i.e.,itsend-of-qualified-life condition.
Thenextstepdemonstrates that1tst111hasadequateintegrity remaining towithstand theaddedenvironmental stressesofspecified designbasiseventsandstillperformitssafety-related functions.

- pigtails, flexconduit,splicebox,andpigtailsplicesisshownondrawingPDS-1341(attached).
Thesealtiteflexibleconduitusedintheinstallation istradenamed Liquatite andmanufactured bytheAlflexCo.TheplasticcoveringovertheflexiblemetalconduitismadeofaPolyvinyl Chloride(PVC)material.
According tothemanufacturer, theLiquatite flexconduithasnotbeenenvironmentally qualified.
Thehypothesized failuremodeoftheD.C.Cookconfiguration isthatthePVCjacketonth'eflexconduitmayfailduringanaccidentnearanyelevatedpointontheconduitandallowsteamtoenterandcondense.
Thecondensation vouldthem"pool"attheconduitlowpoints,therebysubjecting thepigtailstopossiblesubmergence.
Thefollowing paragraphs ofthismemoaddressthisconcern.IHTRA-SYSTEM Throughconversations withFoxboro,ithasbeendetermined thattheintentoftheweep-hole wastoavoidthe"backing-up" ofcondensate fromthechemicalsprayintotheIntegralJunctionBoxusedinoneofthetwotestedconfigurations.
Theintegraljunctionboxhousesaterminalblockwhichisknowntobesusceptible toleakagecurrentswhenexposedtochemicalspraysolution.
Theweep-hole designwascarried-over tothesecondconfiguration whichwasusedatD.C.Cook.Thesecondconfiguration incorporates aninternalinstrument splicetoaConaxsealassembly.
withnoIntegralJunctionBoxorterminalblockinstalled.
Therefore, the"backing-up" ofcondensate neartheinstrument sealassemblyintheD.C.Cookconfiguration wasofnosignificant concern.Additionally, inbothtestedconfigurations themetalflexconduitloopedbackupaftertheweepholeandwasrouteddowntoapenetration atthebottomofthetestchamber.Thebottomendoftheflexconduitwassealedwhichcreatedapotential forthe"pooling" ofchemicalspraycondensate duringthetest.Inthisrespect,thetestedconfiguration issimilartowhatishypothesized intheD.C.CookPlantconfiguration.
Thepotential forpigtailsubmergence failureismuchlessofaconcernfortheD.C.Cookconfiguration duetothefollowing reasons:1).ItisnotlikelythattheD.C.Cooksealedflexconduitconfiguration wouldfailinsuchawayastocreateaharsherchemicalsubmergence environment forthepigtailsthanwhatwastested.Thetypeofsubmergence inthespeculated D.C.Cookcaseinvolvesasteamcondensate andisnotassociated withcontainment floodingconditions.
Thesteamcondensate shouldtheoretically beatapHvaluewhichislessseverethanthechemicalsprayexposureduringthetest.2)TheKapton-insulated pigtailwiresoftheConaxSealassemblyareindividually protected bytheapplication ofaheatshrinkable polyolefin jacket.Theheatshrinktubingjacketsignificantly improvestheabilityofthepigtailwirestowithstand chemicalsubmergence byaddingaprotective layerofmaterialover.theKaptoninsulation.
Whereapplied,theprotective layerofheatshrinkreducestheexposureoftheKaptoninsulation tothecondensate.
ThetypicalfailureofKaptoninsulated wireisduetoanabrasionoftheinsulating materialduringinstallation combinedwiththeeffectsofthechemicalsolution.
Thepotential forabrasionorothermechanical damageoftheKaptoninsulation duringinstallation atD.C.Cookhasbeenessentially eliminated bytheapplication oftheheatshrinkjacket.
1 5)Thetestreportconfiguration, whichexposedtheKaptoninsulated pigtailstothetestchamberenvironment viathe1/4inchweephole,demonstrates theabilityofthepigtailwirestowithstand harshchemicalconditions evenwithoutaprotective heatshrinkjacket.Inconclusion, webelievethattheomittance oftheweep-hole intheflexconduitneartheinstrument intheD.C.Cookconfiguration doesnothaveadetrimental impactontheenvironmental qualification oftheinstrument, sealassemblyorsealassemblypigtails.

Thecontrolwiringinquestionislocatedcompletely withintheLtmitorque operator's limitswitchcompartment andisusedtointerconnect torqueandlimitswitches.
ForD.C.Cook,terminalblocksarenotinstalled orusedinsidethecompartment.
Instead,fieldcableisdirectlyterminated ontotheswitcheswithinternaljumperwiringproviding anyadditional interconnections.
TheMOVcontrolcircuitvoltageisungrounded 220VACor250VDC.Thepostulated controlwirefailuremodesareopen-circuits, single-wire groundsandwire-to-wire shortswhich,depending onthecircumstances explained below,maycauseinadvertent orincorrect operation oftheassociated MOV.Opencircuitsorhighresistance connections arenormallyattributed toincorrect termination ofthecontrolcircuitwiringandwillgenerally notoccurasaresultofextremeenvironmental conditions, TheinternalwiringofanMOVisprotected bythelimitswitchcompartment coverfromdirectsprayimpingement duringanaccidentwhichcouldtheoretically loosenacontrolwireandcreateanopencircuit.Circuitshortsandgrounds(including bothhighimpedance/leakage currentorlowimpedance/direct shortconditions) mayhypotehtically occurasaresultofgrosselectrical insulation breakdown orasaresultofinsulation leakagecurrentssufficient tocausemisoperation ofthevalvecontrolcircuit.FortheDCCNPcontrolvoltagelevels,grosselectrical breakdown couldonlyoccurondirectconductor-to-conductor orconductor-to-ground contact.Electricarc-overishighlyunlikelyatlowvoltagelevelsduringnormaloperation oftheMOV.Directshortsarepossibleonlywhereconductor breakthrough occursasaresultof'severecableinsulation IHTRA~SYSTEM 1
damage.Suchdamagecouldonlyoccurwhensubstantial insulation embrittlement duetohighradiation dosescombineswithmechanical wearorwhenextremely hightemperatures softenstheulationtothepointofconductor exposure.
Basedontheievegeneenericproperties ofpossiblejumperwiringatDCCNP,webelthatthistypeofextremedegradationshouldnotoccurunderspecified accidentconditions.
Theconfiguration oftheindividual controlwireswithinthelimitswitchcompartment greatlyminimizes theprobability ofthelnvlndividual conductors achieving contactwithgroundedcomponents

Mostjumpersarelessthanafeincheslong,especially betweenlimitswitchtermination poins.tExcesswireisnormallykepttoaminimumwiththemajorityofwirestakingadirectpathbetweenterminalpointsthusr'educing thelikelihood ofelectrical contact.Thegeneralconstruction ofthelimitswitchandtorqueswitchinsulating blocksalsoreducestheexposureofpossibleelectrical contactswithrecededterminalpoints.Althoughconductor breakthrough shouldnotoccur,sufficient insulation degradation maycausechangesintheindividual wireinsulation resistances forsevereenvironments.
Whilesuchchangescouldresultinthewire'sinability toadequately passahighvoltagewithstand testperformed aspartofthequalification (e.g.IEEE-383),
thesechangesareunlikelytocausesignificantly lowconductor-to-conductor orconductor-to-groundInsulation Resistance (IR)valuesnecessary tocauseMOVfailureormisoperation.
Thephysicalwireseparation mentioned abovecreateslongleakagecurrentpathswhicheffectively insurethatlowIRvalveswillnotoccur.Furtherreducingtheprobability ofMOVmisoperation duringanaccidentisthatalargepercentage ofinstalled jumperwiringisenvironmentally qualified wireasexplained inmymemotoA.A.Blind-DCCNPdated1/9/86.(Attached)
Additional justification forsafecontinued operation isthefactthattheDCCNPMOVcontrolcircuitvoltagesareungrounded.
Ungrounded or"floating" voltagesystemstypically allowasingleconductor togroundfaultwithouthavinganimpactonthecontrolcircuit.Onlywhentwosimsultaneous conductor-to-ground (i.e.conductor-to-conductor) faultsoccurwouldtherebeachanceformisoperation oftheMOV.Thepossibility ofspuriousoperation ofMOV'sduetoshortcircuitsisalsominimized byAEP~sdesignphilosophy ofdoublebreakingofthecontrolcircuit.Thedoublebreakconceptrequirescontrolcontactstobelocatedatbothpolarities oftheactuating circuit.Withthisconfiguration andungrounded controlvoltages, ashortcircuittogroundofasingleinternaljumperwireoftheMOVcannotcauseaspuriousoperation ofthevalve.
Finally,itshouldbenotedthatintheunlikelyeventthatwiredegradation effectsMOVoperability, remotevalverepositioning canbeaccomplished fromthevalvecontrolcenter.Manualactuation ofthemotorcontactor canadequately reposition theaffectedvalveassumingtheVCCisaccessible luringthepost-DBE.
