EvaluationValveI-MV-18-1islistedonTable6.2-16oftheFSARasoneofthreevalvesprovidingforcontainmentisolationoftheinstrumentairsystem.TheothertwovalvesarecheckvalvesI-V-18-957locatedinsideandoutsideofcontainment.Theoriginaldesignbasisforthecontainmentisolationsystem,asstatedinFSARSection6.2.4.1,usescheckvalvesasautomaticisolationvalvesoutsideofcontainment.ThedesignbasisforpenetrationsinClassA1,thepenetrationclassfortheinstrumentairsystem,asstatedinFSARSection6.2.4,usestwocheckvalvesinseries,onelocatedinsideandoneoutsideofcontainment.Thecheckvalvesfunctionasautomaticisolationvalves.AlthoughvalveI-MV-18-1isprovidedwithaCISclosuresignal,nocreditfor.closureisassumedinthe,FSARaccident.analyses.TheNRCstaffreviewedthesedesignbasesandintheSt.LucieUnitNo.1SafetyEvaluationReport,datedNovember8,1974,inSections3.1an'd6.2.4,stated'tsdet'erminationthattheymet,theintentoftheGeneralDesignCriteria.Itshouldbefurthernotedthattheoriginallyproposedplanttech-nicalspecificationsprovidedbytheFSARlisted.onlythecheckvalvesforthispenetration,whichwasinaccordancewiththesystemdesignbases.Followingtheadoptionof'theStaff'sStandardTech-nicalSpecificationformat,I-MV-18.-1wasaddedtotheCISisolationvalvelistonthebasisthatitreceivedCISsignal,notonthebasisthatitsclosureisrequiredbytheFSARaccidentanalyses.Thisvalveprovidesadditionalisolationcapabilitybeyondthatrequiredbytheplant'ssafetydesignbasis.ThecheckvalvesassociatedwithI-MV-18-1areseismicClassI.Theyareperiodicallyleaktested,alongwithI-MV-18-1,inaccordancewithplantsurveillanceleaktestprocedures.Insummary,theplant'sdesignbasisusedtwocheckvalvesinseriestoachieveautomaticcontainmentisolationfortheinstrumentairsystempenetration.ValveI-MV-18-1providesredundantisolationforthispenetration.SincethestaffhasreviewedthisdesignbasisandsincevalveI-MV-18-1isnotnecessarytoperformthecontainmentisolationfunction,themodificationofTable3.3-5todeletevalveI-MV-18-1fromtheresponsetimerequirementscontainedthereindoesnot.constituteanunreviewedsafetyquestion.ConclusionBasedontheseconsiderations,(1)theproposedchangedoesnotin-creasetheprobabilityorconsequencesofaccidentsormalfunctionsofequipmentimportanttosafetyanddoesnotreducethemarginofsafetyasdefinedinthebasisforanytechnicalspecification,(2)thereisreasonableassurancethatthehealthandsafetyofthepublicwillnotbeendangeredbyoperationintheproposedmanner,and(3)suchactivitieswillbeconductedincompliancewiththeCommission'sregulationsandtheissuanceofthisamendmentwilInotbeinimicaltothecommondefen'seandsecurityortothehealthandsafetyofthepublic.
