ISSUANCE OF AMENDMENT (TAC N0. M96441)

Dear Mr. Kenyon:

The Commission has issued the enclosed Amendment No.98 to Facility Operating License No. DPR-21 for the Millstone Nuclear Power Station, Unit 1, in i response to your application dated August 29, 1996. l The amendment (1) modifies the applicability requirements for certain radiation monitors so that the radiation monitors are required to be operable ,

only when secondary containment integrity is required to be operable; (2)  ;

delineates when secondary containment integrity is required; (3) modifies  !

standby gas treatment operability requirements; (4) makes editorial  ;

corrections to clarify the configuration of the radiation monitors; and (5) revises the associated Bases sections.

A copy of the related Safety Evaluation is also enclosed. Notice of Issuance will be included in the Commission's biweekly Federal Reaister notice.
