of the Seabrook~ plans which was included in my letter to you: dated February 20, 1987. As you may recall, I suggested'the establishment:

of an ad hoc committee possessing clear expertise.in transportation and raBTologic' emergency _ planning. AW an' example of how such a body-might,be constituted, I proposed:a panel comprised;ofLthe Director of Civil' Defense and the Commissioner-of Highways, or their equivalents,4 from the affected states, an expert in emergency planning from' FEMA,. 1 an expert.in emergency transportation _trom:the' Office'of Emergency. 1 Transportation of the U.S. Department of Transportation, with the-

, panel chaired by the Chairman of the National!Research Council's Transportation Research Board, or his designee.

If' the public's concerns, are lto be_ adequately address,ed, every

' effort must be'made.to assure that the evacuation plans.are truly, q workable. We.must provide maximum confidence in-the> feasibility of -

.such plans before allowing'the plant to come;on line.
