plans prepared by the utility for possible radiologic" incidents.
j LAlthough I-.am certainlyLnot technically.qualifledito judge.the-adequacy of the Seabrook plans, it is : obvious ~to me ;that any plan:
based.on'public cooperationjcan only be effective if the residents of?
the area have confidence that they will'be properly protected.
q Because of the vested interest inherent in the role;of the utility, a
any plan developed by them will certainly be" viewed.by;the affected citizenry as lacking credibility.
Unfortunately even'though such ll plans'would undoubtedly be thoroughly reviewed by'the.NRC,'and-1 l
probably FEMA, public confidence is likely tostill be lacking.
_d In order to overcome this potential._ credibility problem,11.would ask that'the commission reconsider the proposal for an external. review.

of the Seabrook~ plans which was included in my letter to you: dated February 20, 1987.
As you may recall, I suggested'the establishment:
of an ad hoc committee possessing clear expertise.in transportation and raBTologic' emergency _ planning.
AW an' example of how such a body-might,be constituted, I proposed:a panel comprised;ofLthe Director of Civil' Defense and the Commissioner-of Highways, or their equivalents,4 from the affected states, an expert in emergency planning from' FEMA,.

Department of Transportation, with the-panel chaired by the Chairman of the National!Research Council's Transportation Research Board, or his designee.
If' the public's concerns, are lto be_ adequately address,ed, every
' effort must be'made.to assure that the evacuation plans.are truly, q
workable.
We.must provide maximum confidence in-the> feasibility of
.such plans before allowing'the plant to come;on line.
