Re: St.Lucie Unit Nos.I&2 Docket Nos.50-335&50-389 Request for Modification of Commission Order dated June 14 1984 On June 14, 1984, NRC issued Confirming Orders to St.Lucie Units I&2, requiring implementation of the upgraded Emergency Operating Procedures (EOP's)by July I, 1985.Florida Power&Light Company (FPL)has been participating with the Combustion Engineering Owner's Group in obtaining NRC approval of the Emergency Procedure Guidelines (CEN-I52, Revision 3).FPL has revised the Procedures Generation Package (PGP)in accordance with NRC's findings and questions on the task analysis of CEN-152.The revised PGP was submitted to NRC on April 12, 1985 (L-85-153).

The revised PGP was submitted to NRC on April 12, 1985 (L-85-153).
FPL expects NRC approval of the Procedures Generation Package and CEN-152 in the near future. However, FPL has already begun to bring the existing EOP's up to the PGP format. Although we expect to complete the EOP's by July I, 1985, we will not be able to implement them until January 15, 1986. This delay in implementation is due to the required verification and validation of the EOP's and the required classroom, simulator, and on-shift training.
Therefore, FPL is requesting a modification of the June 14, 1984, Commission Order, which would require implementation of the upgraded EOP's including operator training by January 15, 1986.
