ATTACHMENT Re: St.Lucie Units 1 and 2 Docket iVos.50-335, 50-389 lns ection Re ort 335/85-17<<nd 389/85-17 FINDING 10 CFR 50, Appendix B, Criterion V, as impleinented by section 5.0 of FPRL Topical Quality Assurance Report, requires, in part, that activities affecting quality be prescribed by documented instructions, procedures and drawings and shall be accomplished in accordance with these instructions, procedures and drawings.Contrary to the above, plant modifications were performed on Unit 2 in 1980 per plant change/'modification (PC/M)-015-283 which added redundant over-current devices to electrical distribution systems to comply with iVRC Regulatory Guides 1.63 an'd 1.75.The addition of these devices resulted in some safety-related relays no longer being testable with the unit at power.On 3une 26, 1985, an attempt was made to perform Operating Procedure (OP)2-0000053, Engineered Safeguards Relay Test, for Semi-annual Surveillance.
