Site conditions (ex. wind, ice/snow, ground tremors, hazardous/toxic/radioactive material leak, fire, Security event) impacting plant operations or personnel safety are worsening AND plant conditions could result in a higher classification or Protective Action Recommendation (PAR) before the next follow-up notification Improving:

Plant conditions involve at least one of the following: " Plant parameters (ex. temperature, pressure, level, voltage, frequency) are trending favorably toward expected or desired values AND plant conditions could result in a lower classification or emergency termination before the next follow-up notification.

  • Site conditions (ex. wind, ice/snow, ground tremors hazardous/toxic/radioactive material leak, fire, Security event) have become less of a threat to plant operations or personnel safety AND plant conditions could result in a lower classification or emergency termination before the next follow-up notification.

Control Room Emergency Coordinator BLOCK 1 Procedure, RP/0/A/1000/002 rev 002 Activity Type: BLOCK ED The activity is a change to the emergency plan[ The activity affects implementation of the emergency plan, but is not a change to the emergency plan Impact and Licensing Basis Determination:

BLOCK3 Licensing Basis: 1. 1 OCFR50.47b (1) Primary responsibilities for emergency response by the nuclear facility licensee and by State and local organizations within the Emergency Planning Zones have been assigned, the emergency responsibilities of the various supporting organizations have been specifically established, and each principal response organization has staff to respond and to augment its initial response on a continuous basis.2. 10CFR50.47b (5) Procedures have been established for notification, by the licensee, of State and local response organizations and for notification of emergency personnel by all organizations; the content of initial and followup messages to response organizations and the public has been established; and means to provide early notification and clear instruction to the populace within the plume exposure pathway Emergency Planning Zone have been established.

3. NUREG 065411.A.2.a.

Each organization shall specify the functions and responsibilities for major elements and key individuals by title, of emergency response, including the following:

Command and Control, Alerting and Notification, Communications, Public Information, Accident Assessment, Public Health and Sanitation, Social Services, Fire and ...4. NUREG 065411. 2. Each organization shall establish procedures for alerting, notifying, and mobilizing emergency response personnel.

Compliance Evaluation and

Conclusion:

'BLOCK4 1. Evaluation:

The primary responsibilities of the Control Room Emergency Coordinator still continue to be detailed within the plan and procedures.

The addition of the enhancement action ensures that one of the responsibilities (notify the ERO) is carried out in as timely a manner as possible.

the addition of the 10 second wait time ensures that the ERO Notification system resets appropriately.

There have been no changes made to the ONS E plan as a result of these enhancements.

Thus the changes made to the procedures are enhancements to existing procedures and processes which ensure continued compliance with regulation on maintaining the E Plan and Program through regular drills and exercises.

==

Conclusion:==

The proposed activity Z does / El does not continue to comply with the requirements.

Reduction in Effectiveness (RIE) Evaluation and

Conclusion:

BLOCK 5 1. Evaluation:

Change 1 and Change 3 are being proposed to ensure the ERO Notification system is reset prior to attempting any other notifications on the system. A ten second wait was added to prevent the system from stopping in the middle of the current notification thus assuring ERO notification (pager activation) as soon as possible.

The timing of the notification has been affected by a negligible 10 second wait. The timeliness of the pager activation is negligibly impacted as the 10 second wait is before the first activation of the pagers. The purpose is to ensure system reset and reliability of the system. Therefore, the functions of 10 CFR 50.47(b)(5)

Emergency Notifications

  • (1) Procedures for notification of State and local governmental agencies are capable of alerting them of the declared emergency within 15 minutes after declaration of an emergency and providing follow-up notifications.

(2) Administrative and physical means have been established for alerting and providing prompt instructions to the public within the plume exposure pathway.(3) The public ANS meets the design requirements of FEMA-REP-10, "Guide for Evaluation of Alert and Notification Systems for Nuclear Power Plants" (Ref. 12), or is compliant with the licensee's FEMA-approved ANS design report and supporting FEMA approval letter.have not been impacted Change 2 is being proposed to make Plant Public Address System announcement to Activate TSC and OSC as soon as the declaration is made to provide for the earliest callout to the ERO (onsite) as possible.

The timing of the announcement is immediately after the declaration and adds to the notification of the ERO on site. This enhancement will act to ensure a more timely activation of the TSC/OSC. Therefore the functions of 10 CFR 50.47(b)(1)

(1) Responsibility for emergency response is assigned.(2) The response organization has the staff to respond and to augment staff on a continuing basis (i.e., 24/7 support) in accordance with the emergency plan.have not been impacted.Conclusion:
