License Amendment Request (LAR) for Changes to the Duke Energy Physical Security Plan License Amendment Request No. 2018-01 In accordance with 10 CFR 50.90, Duke Energy Carolinas, LLC {Duke Energy) proposes to amend Renewed Facility Operating License Nos. DPR-38, DPR-47, and DPR-55 for ONS Units 1, 2, and 3, respectively. This LAR proposes to make changes to the Duke Energy Physical Security Plan (PSP).  ;

• This submittal contains Safeguards Information and this information is being protected pursuant to 10 CFR 73.21. The affected enclosure and attachments have been appropriately identified and marked to reflect-the Safeguards Information content. **

. The enclosure (Safeguards Information) to this letter provides an evaluation of the proposed changes to the PSP. A regulatory evaluation (including the significant hazards consideration) and environmental considerations are provided in Sections 5 and 6 of the enclosure, respectively, Attachment 1 (Safeguards Information) provides marked-upPSP pages.

Attachment 2 (Safegu~rds Information) provides retyped (clean) PSP pages.

In accordance with Duke Energy administrative procedures that implement the Quality Assurance Program Topical Report, these proposed changes have been reviewed and approved by the Operations Review Committee. A copy of this letter, excluding the Enclosure SAFEGUARDS INFORMATION

and Attachments 1 and 2 which contain Safeguards Information, is being sent to the State of South Carolina in accordance with 10 CFR 50.91 requirements.

Duke Energy requests approval of the proposed LAR by February 12, 2019. Implementation will be completed within one year of receipt of all external agency approvals. There are no new regulatory commitments being made as a result of the proposed change.
