Duke Energy Comments on the October 24, 2017 Public Meeting with NRC Committee to Review Generic Requirements (CRGR)

Dr. Hackett, I want to thank you for allowing Duke Energy the opportunity to present our understanding of NRR's draft response to TIA 2014-05 and to discuss what we believe represent changes to the licensing basis of the Oconee Nuclear Station. We appreciate the chance to have a meaningful dialog on the issues and it is our hope that the CRGR was able to gain a better understanding of Duke Energy's concerns.

During the meeting, Mr. McDermott referred to slide #20 of the Duke Energy presentation (related to single failure considerations) and asked about licensing basis documentation associated with the statement made in the second major bullet on the slide ("The ONS Single Failure Criterion ... "). The Duke Energy response correctly stated that the subject is not clear in the licensing documentation. A subsequent comment made by Duke Energy said the statement on the slide was a direct quote from the NRC's safety evaluation. The subsequent comment was referring to the second minor bullet on the slide ("ONS is an early nuclear plant design ... ") and not the second major bullet.

Duke Energy wants to make sure the CRGR clearly understands the context of these statements.
