BEAVER VALLEY POWER STATION - NRC PHYSICAL SECURITY BASELINE INSPECTION REPORT 05000334/2008402 AND 05000412/2008402

Dear Mr. Sena:

On June 20, 2008, the U.S. Nuclear Regulatory Commission (NRC) completed a security baseline inspection at your Beaver Valley Power Station. The inspection covered one or more of the key attributes of the security cornerstone of the NRC

=s Reactor Oversight Process. The enclosed report documents the inspection results, which were discussed on June 20, 2008, with Mr. Kevin Ostrowski, Director of Site Operations and other members of your staff.

The inspection examined activities conducted under your licenses as they relate to security and compliance with the Commission

=s rules and regulations and with the conditions of your licenses. The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel.

Based on the results of this inspection, no findings of significance were identified. However, two licensee-identified violations which were determined to be of very low security significance (i.e.

Green as determined by the Physical Protection Significance Determination Process) are listed in this report. The NRC is treating these violations as non-cited violations (NCV's) consistent with Section VI.A.1 of the NRC Enforcement Policy because of the very low security significance of the violations and because they are entered into your corrective action program.
