| Importance: High Hello Dereck, By letter PLA-8082 dated November 29, 2023 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML23333A214), Susquehanna Nuclear, LLC (the licensee) requested a license amendment to Renewed Facility Operating License Nos. NPF14 and NPF22 for the Susquehanna Steam Electric Steam Generation, Units 1 and 2, respectively. The licensee requested the adoption of TSTF-568, Revise the Applicability of BWR TS 3.6.2.5 and TS 3.6.3.2, which revises the Applicability and Actions of Technical Specification (TS) 3.6.3.3, Primary Containment Oxygen Concentration, and presents the requirements in alignment with the Standard Technical Specifications (STS) format and content. The U.S. Nuclear Regulatory Commission (NRC) staff performs acceptance reviews of applications to determine if the scope and depth of technical information is sufficient for the staff to complete its technical reviews. The NRC staff also performs an acceptance review to identify whether an application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant. | | |
| The NRC staff concluded that the licensees submittal provides technical information in sufficient detail to enable the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the proposed request in terms of regulatory requirements and the protection of public health and safety and the environment. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, the NRC staff may identify issues that affect its ability to complete the detailed technical review despite completion of an adequate acceptance review. If the NRC staff needs additional information, it will notify the licensee by separate correspondence. | | Importance: High |

| Based on its initial review of the application, the NRC staff estimates that it will take approximately 50 hours to complete its review of the application and that it will complete its review on or by June 30, 2024. However, the staffs estimates could change because of several factors, such as requests for additional information, unanticipated addition of application scope, NRC advisory committee reviews, parallel reviews of industry program initiatives or pilot applications, or hearing-related activities. If complexities or challenges during the review cause significant changes to the estimated hours or completion date, the staffs licensing project manager will communicate the new estimates and reasons for the changes to the licensee during routine interactions. | | Based on its initial review of the application, the NRC staff estimates that it will take approximately 50 hours to complete its review of the application and that it will complete its review on or by June 30, 2024. NRC LIC-109 Acceptance Review Results for Susquehanna Steam Electric Station, License Amendment Request to Revise Technical Specifications (TS) to adopt TSTF-568, (EPID L-2023-LLA-0167)
Importance: High
Hello Dereck,
By letter PLA-8082 dated November 29, 2023 (Agen cywide Documents Access and Management System (ADAMS) Accession No. ML23333A214), Susquehanna Nuclear, LLC (the licensee) requested a license amendment to Renewed Facility Operating Licens e Nos. NPF14 and NPF22 for the Susquehanna Steam Electric Steam Generation, Units 1 and 2, respectively. The licensee requested the adoption of TSTF-568, Revise the Applicability of BWR TS 3.6.2.5 and TS 3.6.3.2, which revises the Applicability and Actions of Technical Specification (TS) 3.6.3.3, Primary Containment Oxygen Concentration, and presents the requirements in alignment with the Standard Technica l Specifications (STS) format and content. The U.S.Nuclear Regulatory Commission (NRC) staff performs acceptance reviews of applications to determine if the scope and depth of technical information is sufficient for the staff to complete its technical reviews. The NRC staff also performs an acceptance review to i dentify whether an application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.
The NRC staff concluded that the licensees submittal prov ides technical information in sufficient detail to enable the NRC staff to complete its detailed te chnical review and make an independent assessment regarding the acceptability of the proposed request in terms of regulatory requirements and the protection of public health and safety and the environment. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, the NRC staff ma y identify issues that affect its ability to complete the detailed technical review despite completion of an adequate acceptance review. If the NRC staff needs additional information, it will notify the licensee by separate correspondence.
Based on its initial review of the application, the NRC staff estimates that it will take approximately 50 hours5.787037e-4 days
0.0139 hours
8.267196e-5 weeks
1.9025e-5 months
to complete its review of the application and that it will complete its review on or by June 30, 2024.
