Dear Mr. Shields,

As a follow-up to our phone call today, in accordance with Title 10 of the Code of Federal Regulations, Section 50.91(b), I am seeking any comments you may have on the Nuclear Regulatory Commissions proposed no significant hazards consideration for two license amendment requests submitted by Susquehanna Nuclear, LLC (the licensee) for the Susquehanna Steam Electric Station, Units 1 and 2.

Please reply if the Commonwealth of Pennsylvania has comments on the proposed no significant hazards consideration for the following license amendment requests:

Susquehanna Steam Electric Station, Units 1 and 2 - Proposed Amendment to Licenses NPF-14 and NPF-22: Application to Revise Technical Specifications to Adopt TSTF-568 Revise Applicability of BWR TS 3.6.2.5 and TS 3.6.3.2 (NRC Agencywide Documents Access and Management System (ADAMS) Accession No. ML23333A214 ).

Susquehanna Steam Electric Station, Units 1 and 2 - Proposed Amendment to Licenses NPF-14 and NPF-22: Application to Revise Technical Specifications to Adopt TSTF-563, Revise Instrument Testing Definitions to Incorporate the Surveillance Frequency Control Program (NRC Agencywide Documents Access and Management System (ADAMS) Accession No. ML23306A198).

The first proposed amendment is based on Technical Specifications Task Force (TSTF)

Traveler 568, Revision2. TSTF-568 revises the applicability and actions of Technical Specification 3.6.3.3, Primary Containment Oxygen Concentration, to simplify and clarify the applicability statements, which, if misapplied, could conflict with the corresponding required actions. The proposed changes would also remove the undefined term scheduled reactor shutdown and provide adequate terminal actions.

The second proposed amendment is based on Technical Specifications Task Force (TSTF)

Traveler 563. TSTF-563 revises the technical specifications definitions of Channel Calibration and Channel Functional Test, which currently permit performance by any series of sequential, overlapping, or total channel steps, to allow the required frequency for testing the components or devices in each step to be determined in accordance with the Technical Specification Surveillance Frequency Control Program (incorporated into the TS in a license amendment dated May 20, 2016, ML16005A234). The amendment request also proposed various editorial changes.

The proposed no significant hazards consideration for these amendment requests were published in the Federal Register on January 23, 2024 (89 FR 4342, ML24036A019),
