OF MARCH 4, 2021, PRE-SUBMITTAL PUBLIC MEETING WITH PSEG NUCLEAR LLC TO DISCUSS ADOPTION OF ASME SECTION XI CODE CASES N-878, N-879, AND N-880 (EPID L-2021-LRM-0022)
On March 4, 2021, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of PSEG Nuclear LLC (PSEG or the licensee) by teleconference. The purpose of the meeting was to discuss PSEGs planned approach for requesting authorization to adopt American Society of Mechanical Engineers (ASME) Section XI Code Case N-879 (Use of Micro-Alloyed Carbon Steel Bar in Patented Mechanical Joints and Fittings, Classes 1, 2 and 3 Section III, Division 1), Code Case N-878 (Alternative to QA
[Quality Assurance] Program Requirements of IWA-4142 Section XI Division 1), and Code Case N-880 (Alternative to Procurement Requirements of IWA-4143 for Small Nonstandard Welded fittings Section XI, Division 1) for Hope Creek Generating Station and Salem Nuclear Generating Station, Units 1 and 2. The meeting notice and agenda, dated February 18, 2021, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML21049A008. A list of attendees is enclosed.
The licensee presented information from the slides contained in ADAMS Accession No. ML21057A001, on the planned scope and schedule of the relief requests. Specifically, the licensee was seeking to gather NRC staff feedback on the proposed approach of referencing Electric Power Research Institute (EPRI) reports on use of sleeve fittings and referencing previously approved relief requests.
The NRC staff discussed with the licensee whether the EPRI technical reports on use of Lokring technology have been submitted to the NRC on a docket and added into ADAMS. The NRC staff stated that the EPRI reports are not in ADAMS since they were recently issued and not referenced in previously approved relief requests. The licensee stated that the timing of the NRC approval of the planned relief requests would be in close proximity to issuance of revised Regulatory Guide (RG) 1.84, Design, Fabrication, and Materials Code Case Acceptability, ASME Section III, and RG 1.147, Inservice Inspection Code Case Acceptability, ASME Section XI, Division 1, which incorporate the subject ASME Code Cases and PSEGs relief requests submittal would be contingent upon the current rulemaking schedule to incorporate by reference the regulatory guide revisions. The NRC staff cautioned that the current rulemaking schedule may change, which may change the licensees decision either to submit planned relief requests or wait on the final rulemaking incorporating revised regulatory guides. The NRC staff stated that the proposed rule was published for comments in the Federal Register (86 FR 7820; February 2, 2021) and the final rule is scheduled to be published on March 23, 2022.
 
There were no comments from members of the public. No public meeting feedback forms were received. No regulatory decisions were made at the meeting.
