ML070720545)On June 13, 2007, a public meeting was held between the U.S. Nuclear RegulatoryCommission (NRC), and representatives of PPL at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss PPL's March 2, 2007, amendment request to revise the SSES 2 Technical Specifications (TSs).PPL provided an overview of their proposed amendment request to revise TS 3.8.1, "AC(alternating current) Sources Operating," in order to support the 4.16 kilo-volt (kV) bus maintenance during the SSES 1 refueling outage scheduled for spring 2008. PPL presented various configurations of the SSES 1 and 2 electrical distribution system with respect to the proposed note to the SSES 2 TSs. It also discussed the interrelation of SSES 1 and 2 common loads and how maintenance on one unit affects the operation of the other. PPL indicated that the existing SSES 2 TS 3.8.1 requires that when a Unit 1 4.16 kV bus is de-energized for routine maintenance, limiting condition for operation (LCO) 3.8.1 Conditions A, B, and D are entered. Specifically, an offsite circuit (Condition A) and a diesel generator (Condition B) are declared inoperable, and TS 3.8.1 Condition D requires a 12-hour completion time to perform all the maintenance work on the bus. The time required to perform the planned maintenance is between 50 and 60 hours. PPL presented its proposed resolution to add a note to SSES 2 TS 3.8.1 which would effectively remove the requirement for entry into TS 3.8.1, but would retain entry into LCO 3.8.7 Condition C during the planned maintenance.PPL concluded that (1) since LCO 3.8.7 Condition C is the only affected TS LCO condition afterapplication of the proposed note to LCO 3.8.1, the 72 hours completion time is applicable, and sufficient time is provided to perform the necessary 4.16 kV bus maintenance, and (2) adding the proposed note to SSES 2 TS 3.8.1 precludes the need to enter any LCO 3.8.1 conditions for the planned SSES 1 4.16 kV bus configuration.The Pennsylvania state contact, Brad Fuller, was in attendance.
