SUBJECT:          RIVER BEND STATION - RESPONSE TO NOTICE OF VIOLATION
                  (NRC INSPECTION REPORT 05000458/2017009)
Dear Mr. Maguire:
On June 9, 2017, the U.S. Nuclear Regulatory Commission (NRC) cited Entergy Operations,
Inc. for failure to restore compliance for a Title 10 Code of Federal Regulations (10 CFR) 50.59
violation associated with failure to obtain a license amendment that resulted in a more than
minimal increase in the frequency of occurrence of an accident previously evaluated in the final
safety analysis report when implementing a design change to the reactor core isolation cooling
injection point at the River Bend Station. The Notice of Violation (Notice), enclosed within
Inspection Report 05000458/2017009 (ML17160A401), required you to respond in writing within
30 days.
You responded to the Notice by letter, dated July 6, 2017 (ML17187A384). In your response,
you stated that you intended to submit a license amendment request to account for the design
change which moved the reactor core isolation cooling injection location from the reactor vessel
head to a feedwater line. You indicted that full compliance would be achieved at the time the
license amendment request is approved by the NRC.
We have reviewed your response letter and find that it meets the requirements of
10 CFR 2.201. The NRC will review and evaluate your license amendment request following
receipt in accordance with our established processes. The adequacy of your corrective actions
to the Notice will depend on whether the aforementioned license amendment request is found to
be acceptable and approved.
