UNITED STATES Kl! CLEAR REGULATORY CCWISSION PUBLIC SERVICE COMPANY OF COLORADO DOCKET NO. 50-267 NOTICE OF ENVIRONMENTAL ASSESSMENT AND FINDINGSOFNOSIGNIFICANTIMPM The U S. Nuclear Regulatory Ccmission (the Comissicn) is considering issuance of an amendrent to Facility Operating License No. DPR-34 issued to Public Service Company of Colorado, (t;.e licersee), for operation of the Fort St. Vrain L'uclear Gtnerating Station,1ccated at Weld Ccunty, Colorado.

ENVIRONMENTAL ASSESSMENT Identification of Preposed Action:

The proposed ar,endments would revise certain setpcints for the Flar.t Prctective System to allcw for instrumentation errors.

The proposed action is in accordance with the licensee's application for amendment dated February 8, 1988.

The Need for Proposed Action:

The proposed Technical Specification (TS) change is required in order to allow the licensee to revise certain setpoints in the Plant Protective Systen to allow for instrumentation errors.

Environmental Irpact of the Proposed Act13 :

The Comission has corvipleted its evaluation of the proposed revision to Technical Specifications. The proposed revisions would allow the licensee to revise certain setpoints in the Plant Protective System. These changes would i

i 2-be in accordance with standards of the Instrument Society of America, The staff has reviewed the appropriate licensee safety evaluations. The staff concluded that the proposed changes do not increase the probability or consequences of accidents, no changes are being made in the types of any effluents that may be released offsite, and there is no significant increase in the allowable individual er cumulative occupational radiation exposure.

Accordingly, the Commission concludes that this propcsed action would result in no significant rsdiological environmental impact.

With regard to potential non-radiological impacts, the proposed chance to the TS involves systems located within the restricted area as defined in 10 CFR Part 20. It dccs not affect non-radiological plant effluents and has no other environrental impact. Therefore, the Commission concludes that there are no significant non-radiolcgical environmental impacts associated with. the proposed amendrent.

The Notice of Consideration of Issuance of Amendment and Opportunity for Hearing in connection with this action was published in the FEDERAL REGISTER onMay5,1988(53FR16481). No request for hearing or petition for.

leave to intervene was filed following this notice.

1 Alternative to the Proposed Action:

Since the Commission concluded that there are no significant environmental effects that would result from the proposed action, any alternatives with equal or greater environmental impacts need not be evaluated.

Th'e principal alternative would be to deny the requested amendment. This would not reduce environcental irpacts of plant operation and would result in reduced operational safety.

i Alternative Use of Resources:

This action does not involve the use of any resources not previously considered in the Final Environmental Statements for the Fort St. Vrain Nuclear Generating Station, dated August 7,1972.

Ageneits aqd, Persons Consulted:

The NRC staff and it's contractor, the Idaho National Engineering Laboratory, reviewed the licensee's proposed amendment request. The staff did not consult other agencies or persons.

FINDING OF NO SIGNIFICANT IMPACT The Commission has determined not to prepare an environmental impact statement for the proposed license amendment.

Base? lpon the foregoing environmental assessment, we conclude that the proposed action will not have a significant effect on the quality of the human environment.

For further details with respect to this action, see the application for amendrent dated February 8, 1988 which are available for public inspection at the Commission's Public Document Room, 1717 H Street, N.W., Washington, D.C.

and at the Greely Public Library, City Complex Building, Greely Colorado.
