NONCOMPLIANCE REPORT A. Description and Cause of Noncompliance: The 30-day average and 7-day average for BOD results for 3

April 1996 samples for outfall 007 exceeded the permit limits of 30 mg/l and 45 mg/1, respectively. Sample dates for April 1996 were 4/2, 4/9, 4/16, 4/23 and 4/24. Sample results of 39.4 mg/l and 45 mg/l for 4/2/% and 4/9/96 samples were disregarded due to questions with the validity of the test results. Test results for duplicate samples on 4/86/96 were 48 mg/l and 60 mg/1. The test result for thu 4/23/96 sample before chlorination treatment was 38 mg/l. the sample result for a 4/24/% sample following chlorination was <5 mg/l. The average BOD result for the 4/16/96,4/23/96, and 4/24/96 samples was 37.8 mg/1. 'he 7-day average for the 4/16/% and 3

4/23/96 samples was 48.7 mg/l.

Date C. Action Taken to Reduce, Eliminate, Prevent: The cause of the increased BOD results ir unknown.

3 PSC's Applied Sciences is reviewing the BOD procedure to determine possible problems with the axlyses of the 3

4/2/96 and 4/9/96 samples. FSV used chlorination on 04/23/96 to lower the BOD concentration to within permit 3

limits. The chlorine treatment was determined successful due to the test results for the 4/24/96 rample. FSV plans to use increased aeration to help prevent future noncompliance with the BOD permit limits.
