Attached for your information are copies of non-compliance reports related to the Fort St. Vrain (FSV) National Pollutant Discharge Elimination System (NPDES) Permit, and copies of proposed changes to the NPDES Permit. This information is provided in accordance with the FSV Non-Radiological Technical Specifications, Appendix B to i Facility Operating License No. DPR-34.

The attached non-compliance reports cover the period from 1989 through the present time, and are provided in accordance with Section 3.2.a of the FSV Non-Radiological Technical Specifications. Public Service Company of Colorado (PSC) has determined that copies of these reports were not provided previously to the NRC as required, due to an oversight. At the time of the events, PSC did notify the NRC of these non-compliance conditions via telephone notifications in accordance with 10 CFR l 50.72(b)(2)(vi), with the exception of the August 1989 incident. However, PSC i acknowledges that these telephone notifications did not satisfy the requirements of the FSV Non-Radiological Technical Specifications, and we will submit future non-compliance reports as required.

A sample collected at discharge point 001B at l 1:15 am on 6/4/93 showed a pH of 9.23 s.u. The cause of this elevated pH is believed to be related to algal activity in the raw water make-up ponds. pH of the west pond is 9.4 s.u. and i of the east pond is 9.3 s.u.

Dear Sir:

On February 25, 1993, the final wastewater discharge permit for the Fort St. Vrain Station (FSV) was received from the' Colorado Water Quality Control Division (CWQCD). This permit became effective on. April 1, 1993.  ;

Page 17 of the rationale and page lh of the permit establish a maximum pH limitation of 9.0 s.u. for outfall 006, the internal monitoring / limitation point from the turbine building sump drain.

Unfortunately, this upper pH limitation is unattainable due to the necessity for higher pH conditions maintained in the condensate and boiler systems for corrosion protection purposes. The pH of condensate must be maintained at a level 2 9.2 s u. and the boiler water pH is maintained at 11.4 to 11.8 s.u. Since these two wastestreams make up the effluent from the turbine building sump, it is impossible to meet the upper pH limitation of 9.0's.u. The maximum pH of this effluent for the month of April 1993 is reported on the attached discharge monitoring report as 9.2 s.u. The pH at outfall 006 will generally be at or above this level. Therefore, on March 15, 1993, PSC requested that the maximum pH limitation be revised to 10.5 s.u.

On May 10, 1993, a draft amendment to the FSV wastewater discharge permit was received from the CWQCD, which allowed for the requested change to the maximum pH limitation at outfall 006. This amendment is currently in public comment until June 4, 1993, at which time the new limitation will be incorporated into the FSV wastewater discharge permit. Until that time, the pH at outfall 006 remains out of compliance with the current maximum pH l limitation.

l pH of the influent water to the farm pond was measured at 8.8 pH. '

Investigations of this situation indicated that the increase in pH occurred in the pond itself and may be related to biological activity in the pond, particularly algal influences.

they appear to be biological in nature. This study will extend for a one year period to be initiated as soon as approval for the study l is received from the CWQCD. The following analysis will be conducted throughout the study period:

1.) pH to be measured weekly at the Goosequill Ditch prior to the farm pond, at the inlet to and the outlet from the pond, at the center of the pond on the surface of the water, and S

Soil sampling and analysis to be conducted monthly at four locations surrounding the pond to include pH, ammonia, and phosphate It is recognized that, during the winter months, access to the center of the pond may be limited by freezing conditions and therefore weekly sampling may not be possible.

l PSC proposes that the results of this study be submitted to l the CWQCD on a quarterly basis; that is, a report of the previous three months analytical results will be submitted by the end of the following month.

PSC requests that the current pH limitation of 6.5 to 9.0 s.u.

at the 001A outfall from the farm pond be suspended during the duration of the study and that the study be utilized to assess the need for future pH limitations at this outfall. )

we discussed by telephone on May' 2,1991, and in our meeting on May' 1991,~ the Fort St. Vrain (TSV) Station experienced a pH concern which began May 1, 19M, and ended on May 7,1991. The pH at dis-charge point 01SB averaged just over 9.0 s.u. during the above' period and is believed to. be a result of high pH in the St. Vrain Creek. The FSV Station uses inlet water from the St. Vrain Creek and the pH in the i inlet water was found to be 8.5 ~ to 8.8 s.u. This inlet water is utilized-  !

to fulfill a Nuclear Regulatory Commission (NRC) requirement for ' dilution water at the site. Two water storage ponds that hold approximately 26 million gallons of water contribute the majority of. -the NRC required discharge water from the site (1,200 to 1,500 ~ gpm). The' pH in these

, ponds was found to be 9.5 to 9.8 s.u. There is no process water direct-ed to these ponds and some biological activity was f ound. It is believed that the concentration of high pH inlet water.from the St. Vrain Creek and the biological activity in the storage ponds led to the pH exceedances

at 0153.  ;

I In order to lover the pH in the water storage ponds, a temporary acid feed system was installed. It was determined that this' system was not j

practical nor safe in that a considerable amount of acid would have been required to lower the pH in 26 million gallons of water. Therefore. the-high pH water brought into the Station from the St. Vrain Creek was discontinued and water was brought into the plant via the South Platte River. The average pH in the South Platte River was 7.7 s.u. The South Platte River water strategy was successful in lowering the pH in the water storage ponds and at discharge point 01SB.

It was discovered during our research of this situation, that the dis-charge f rom the ' f arm pond (discharge point 01SA) had' a pH .over 10.0 s.u.

The farm pond receives water discharged from the plant (01SB) and from the Jay Thomas Ditch. It is believed that agricultural and livestock runoff can also contribute to.this pond. Our CDPS permit requires PSC l

l to monitor total residual chlorine and temperature at the discharge from I this pond to the South Platte River. Monitoring for pH is not required at l this discharge point and therefore a history of the pH in the pond is not known. However, there are no signs of any aquatic life concerns. The pond may be experiencing a turnover common this time of year which can affect the pH. The pH in the f arm pond is dropping due to the addition of South Platte River water. l l

I The pH situation at the YSV Station discharge point 015B appears to be resolved. PSC believes that the pH exceedance was due to the high pH of the inlet water f rom the St. Vrain Creek. Plant processes are not believed to have contributed to the pH problem.

1 PSC personnel worked diligently to correct the pH concern and are com- I mitted to compliance with our CDPS wastewater discharge permit. This letter will serve as the written notification of this pH situation. Feel free to contact me at 294-3715 with any questions in this regard.

August 23, 1989 This is a final report addressing the-high iron concentration (greater than 1.0 ppm), found in the Goosequill ditch (01SB). Daily sampling and analysis for iron since the initial finding on 8/4/89 of 1.05 ppm has been performed.

On 8/19/89 at 6:00 AM, the violation condition was terminated when analysis showed the iron concentration to be at 0.97 ppm.

Additional analysis since the termination date indicates the iron concentra-tion to be trending downward. On 8/21/89 a level of 0.55 was found on the Goosequill sample. As shown in the attached table of results, concentrations in the final discharge point (Farm Pond), and intake water, show levels not l exceeding the NPDES limits.

l Continued monitoring at increased intervals of the intake water and Goose-quill will be performed to closely monitor the situation, i

August 29, 1989 The Fert St. Vrain Station has been shut down as of today. Therefore, the

l l A sample of the Goosequill Ditch (0153) taken on 8-7-89 was analyzed for  !

l iron ou 8-10-89 and was found to have an iron concentration of 1.45 ppm, i I

which exceeds the 1.0 ppm limit.  !

An investigation was begun innediately to determine'the source of the iron. j Samples of the Goosequ111 Ditch that had been collected and saved from l 7-31-89 to 8-10-89 vere analyzed to identify the time the high iron condition ,

began. The t.est results identified that the iron concentration of the (

discharge was averaging .3 ppm until 8-4-89, when the iron concentration l

increased to greater than 1.0 ppm with the 7:40 PM sample. ,

I Daily sampling and analysis for iron at the Goosequill Ditch was initiated to trend the iron and determine when the violation condition is terminated.

l The results of all iron analyses are attached.

I In addition, samples have been taken from the cooling tower intake and the  !

f ,

Farm Pond effluent to investigate the cause and effect of the violation -

l condition.

The iron concentration of the intake sample has ranged from .57 ppm to

.93 ppm, which explains the high iron concentration tu the Goosequ111 Discharge. Elevated levels are present in the intake water (from St. Vrain l

l Creek and Platte River) probably due to run off caused by the unusually

! rainy weather during this period. Cycling of the cooling water can increase

concentration of metals such as iron and this is believed to be the problem.

The Farm pond is the final discharge point to the Platte River. Samples of the Farm Pond verify that the iron concentration of the final discharge does not exceed the NPDES limit. Iron in the discharge stream is , settling l out in the Tszu Pond.

l l As requested by the Colorado Department of Health, suspended solids analysis was performed on the intake and Goosequill Ditch. All test results were normal and within NPDES limits.

Iron will be monitored at the intake, Goosequill Ditch, and Farm Pond effluent until the violation condition is terminated. A final report will be submitted at that tine.

l IV. PURPOSE OF AAfENDMENT:

l l This amendment is to modify the limitsfor pHfor discharge point 006. Previously, these pH limits were indicated as 6.0 to 9.0 s.u. (standard units): now the pH limit range is being changed to 6.0 to 10.5 s.u.

l V. DISCUSSION OF AMENDMENT:

. In a letter dated March 15, 1993, Public Service Company of Colorado (PSC) requested that the nuuimum pH '

limitationfor outfall 006 in this permit be increased to 10.5 s.u. This was because, with the existing pH limitsfor outfall 006 (6.0 to 9.0 s.u.), the upper pH limitation would be unattainable due to the necessityfor higher pH conditions maintained in the condensate and boiler systemsfor corrosion protection purposes. The pH of condensate must be maintamed at a level greater than or equal to 9.2 s.u., and the boiler unter pH is maintained at 11.4 to 11.8 s.u. Since these two wastestreams make up the efuentfrom the turbine building sump, it will be impossible to meet the upper pH limitation of 9.0 s.u. under existing conditions. The pH of this efuent is generally in the range of10.0 to 10.5 s.u. 7herefore, PSC requested that the maximum pH limitation for outfall l 006 be revised to 10.5 s.u.

1 Since outfall 006 is an internal discharge point, there will be no adverse impact to surface untersfrom this j

modification. Subsequent downstream efuent monitoring and limitations at outfalls 001A, 001B, and 002 will ensure that efuents to surface unters of the State will be maintained at a pH between 6.5 and 9.0 s.u. Previous pH monitoring data at these outfalls has shown compliance with the pH permit limitations: 7.62 - 9.0 s.u. (outfall 001B during 1992). and 7.8 - 8. 7 s.u. (outfall 002from 1 1-1991 through 1992).

Previously before the recently reissued renewalpermitfor thisfacility (uhich will be efective on April 1,1993),

there were no pH limits or monitoring requirementsfor outfall 006.

t 7hus, based upon these previously described considerations, the Division has determined that the pH limitation rangefor outfall 006 may be changed to 6.0 to 10.5 s.u. Page lg of the permit has been accordingly revised in this amendmentfor the pH limitsfor outfall 006.

On May 7, 1993, the Public Service Company of Colorado (PSC) l Fort St. Vrain Station draft amendment No. 1 to ' the facility  :

1 PSC appreciates the initiation of this draft amendment to more j accurately represent the effluent at outfall 006, the internal l discharge from the turbine building drain at the end of the 24-inch l pipe. In a letter dated March 15, 1993, PSC requestod that the maximum pH limitation for outfall 006 be increased to 10.5 s u. As that letter indicated, an upper pH limitation of 9.0 s.u. was unattainable due to the necessity for higher pH conditions maintained in the condensate and boiler systems for corrosion protection purposes. Due to improvements in the FSV condensate system since March 15, 1993, PSC is no longer discharging other than nominal amounts of condensate into the turbine building sump. Therefore, the only wastestream generally contributing to the turbine building sump and subsequently discharged via outfall 006 is boiler blowdown with a pH of 11.4'to 11.8 s.u. Consequently, PSC further requests that the upper pH limitation at outfall 006 either be removed or raised to at least 11.5 s.u. to avoid issues of non-compliance at this internal discharge point. Due to downstream pH monitoring and limitation of this wastestream after combination with other streams prior to discharge into the South Platte River or the St. Vrain Creek, the CWQCD can be assured that PSC is protective of receiving
