SUMMARY

                      . This report presents the results of the final survey measurements performed within a portion'of the j

restricted area located east of the turbine building, referred to as the repower' area. The collection - of these measurements was' sequenced to be the first phase of the fmal survey at the Fort St. .Vrain  ! (FSV) Nuclear Station. Completion of the repower area fmal surveys is intended to support release . ~ J of the area for unrestricted use. This is necessary to begin the initial phase of preparation for re-use of this area to resume electrical generation using gas turbines. The repower area, classified as unaffected, is located in the southeast corner of the site. LFinal  ! survey of this area was performed in accordance with the FSV Final Survey Plan, FSV commitments -l in response to Nuclear Regulatory Commission (NRC) Request for Additional Information (RAI), and approved final survey procedures. Within the repower area, two general categories of survey units were identified: surfaces and structures, and open land areas. Final survey of surfaces and _l structures included approximately 570 measurements: 230 direct mesurements for total surface 1 activity; 204 measurements for removable surface activity; and 136 exposure rate measurements ,

                      ' obtained at one meter from surfaces. Survey of open land areas . included 47 exposure rate measurements at one meter from surfaces,47 soil samples (35 surface and 12 subsurface); as well-                               ,
                       .as liquid samples collected from monitoring wells, and ligttid and sediment samples from three septic.                          l tanks located in the area. All surface activity measurements were less than 25% of the guideline                               :

values for release for unrestricted use; all exposure rate measurements were less than 5 pR/hr above background; and soil, sediment and liquid radionuclide concentrations were equivalent to environmental background concentrations. 1 The boundaries of the repower survey area have been dermed by a security fence. In addition,- + administrative controls have been implemented to control personnel and material access to prevent > licensed material from entering the area. l The results of the final survey data presented in this report demonstrate, with a very high degree - of confidence, that the criteria established for release of the repower area for unrestricted use have

(Ref. 2,3 and 4), and approved implementing procedures. The survey operation was . j , performed during January and February.1995. .  ! E  :!

     ;                                                                The scope of this report is limited to the final survey ' associated with surfaces and -

structures and open land areas located within the southeastern portion of the restricted area at FSV, known as the repower area. LThe report also discusses the measurement ', p" requirements, implementation of the final survey relative to the repower area,' and the . results of these measurements.

4 . 1.2 1 NAGEMENT j Final surveys for the repower area were performed by Scientific Ecology Group, Inc. (SEG) as part of a *e=i5 arrangement with WeigW Electric Corporation , under contract to the Public Service Company of Colorado to decommission the Fort l St. Vrain Nuclear Station. : Public Service Company of Colorado provided oversight ~  ! for all decommissioning and final survey activities. ~ 'i;

1.3 IBS'IDRY i l Fort St. Vrain (FSV) was a 330 MWe High Temperature Gas-Cooled Reactor? -l (HTGR) owned and operated by PSC. The facility is located approximately 35 miles -  !' north of Denver and 3.5 miles northwest of the town of Platteville, in Weld County, Colorado. The site consists of 2798 acres owned by PSC. During plant operation, approximately one square mile within the site area was designated as the exclusion area. The licensee maintained complete control over this area. The basic installation - i included a reactor building, turbine building, cooling towers, and an electrical switchyard. i FSV wu permanently shutdown in August,1989, with the decision to decommission j the facility made during December,1989. On November 23,1992, the NRC issued j the Order to Authorize Decommissioning of Fort St. Vrain and Amendment No. 85 i to Possession Only License No. DPR-34 (Ref. 5). During the time period 1989 to '! 1991, a radiological characterization of the FSV site was performed.              - PSC has committed to resume electrical generation at the FSV following completion -

of decommissioning and plant conver'. ion. This' conversion will require. the installation of gas turbines. To support the conversion schedule, a small section of land in the southeast area of the site has been cleared in preparation for the repower effort. This location, referred to as the repower area, is approximately 12,225 square meters in size. The location of this area within the general site layout is depicted in Figure 1-1. '

REPOWER AREA 1.4 SURVEY AREA DESCRFf10N The repower survey area is located within the restricted area of the FSV facility on  ! the east side of the turbine building, north of the electrical switchyard. This area has l been isolated from the balance of the restricted area by a chain link fence and locking  ; gates. Authorization must be obtained for access to the repower area. The repower j area access keys are controlled by FSV Security. This combination of administrative and physical controls ensure that licensed radioactive material is not brought into the repower area. The boundaries of the repower area include portions of the original restricted area fence on the south and east sides and newly erected fence on the west and north sides. The boundary also includes the east, and a portion of the south exterior walls of the evaporative cooler building. Once the repower area is released , for unrestricted use, the chain link fence will define the restricted area boundary in the southeast corner of the site. A detailed drawing of this area is provided in Figure .

The evaluation of characterization results for the repower area did not identify. i radioactive contamination due to licensed activities. Based on this and the low ,. probability of residual radioactive contamination, the repower area was classified as - p unaffected in accordance with the FSV Final Survey Plan (Ref.1) and approved final [ survey procedures. i y As previously stated, decommissioning of the FSV Nuclear Station began in 1992. With . j 9 respect toi the repower area, neither dismantlement. nor- remediation for radioactive .i k_ ,

                           ' containination was required. However, remediation for hazardous materials (diesel fuel) was performed at the location of a fire protection training burn pit basin in September _1994.

Prior to initiating the final survey in this area,~ the basis used for fire protection training l drills was excavated for purposes of fuel oil remediation. In support of the soil remediation, i 10 surface samples were collected prior to excavation, 31 subsurface samples were collected j at various stages of excavation, and 15 samples of the back fill material were collected. 1 These samples were analyzed by gamma ' spectroscopy and indicated . no Llicensed l radionuclides. During the remediation, it was necessary to repair a section of the : ' j ' Demineralizer Room Sump Discharge Line. This sump, and associated influent, are-classified as unaffected. The interior of the line was surveyed for total and removable l surface activity and 4 additional soil samples were ' collected at the location' of the repair. i y . The results of this survey and laboratory analysis indicated no activity in excess of MDA.  ! p During ' fmal survey of' the repower area a water sample wasi collected from the :  ! Demineralizer Room Sump. The results of gamma spectroscopy and tritium analysis did not j

                            ' identify the presence of licensed materials.                                                         'I i

When applying the background to the set of survey measurernents, the net enessurennent results were reviewed to ensure that the optimum value i was chosen.. ' t In addition to the reference background values for construction materials, at the time  ! of final survey, a series of pre- and post-survey shielded measurements were collected . to define the contribution to the observed response due to local area exposure rate and , the noise specific to the instrument used for the measurement. The resultant background value is applied to final survey measurements. The local background  ; values were determined in accordance with procedure FSV-SC-FRS-I-103, FinalSurvey  ; of Surfaces and Structures.  ; 1 EXPOSURE RATES Exposure rate backgrounds were determined from several off-site locations in the vicinity of the FSV facility, also in accordance with procedure FSV- SC-FRS-I-101, Background Level Determination for Final Survey. RADIONUCIinE CONCENTRATIONS IN SOIL AND WATFR 3 Background concentrations in soil and groundwater were determined from four off-site { locations in the vicinity of the FSV facility, also in accordance with procedure FSV- ' SC-FRS-I-101, Background Level Determination for Final Survey. Soil and liquid background samples were analyzed for principal gamma emitters. These samples were counted for 1000 seconds. The only radionuclide identified consistently in soil, other  !' than naturally-occurring radionuclides, was Cs-137; only naturally-occurring radionuclides were identified in liquid samples. Liquid samples analyzed for tritium background were counted for 600 seconds. The mean activity was determined by dividing the sum of the measurement results by the number of measurements. If no activity was detected, an activity value of 0 was used for the measurement which . provides a conservative estimate of the mean. The results of the design process were documented in accordance with FSV-SC-FRS-I-102, Survey Design and Package Preparation. Survey design includes the process of defining the boundaries of a survey area or survey unit, assigning the appropriate classification based upon the potential for contamination, determining the type, location, number and frequency (or density) of radiological measurements, and identifying the control measures to be implemented after the completion of final survey. The boundaries of the repower survey area have been defined by the security fence l which was installed prior to survey on the west and north sides of the area and by the l original restricted area fence on the east and south. This area was secured to establish j positive control of personnel and material access in accordance with FSV-SC-FRS-I- l 108, Final Survey isolation and Control Measures. The repower survey area was  ! funher sub-divided into survey units. Survey units are established to facilitate the survey process and aid in the statistical evaluation of the survey data. The survey units i within the repower area were defined to be contiguous surfaces, where practicable, I with similar characteristics and contamination potential. The Concrete Slab at the Security Fence was selected as the survey unit for QC verification j measurement for surfaces and structures. Additional QC samples were collected at 5% of 'j the surface and subsurface soil sampling locations.' The results of the concrete verification y measurements are included in Appendix A. The results of the surface and subsurface soit j verification measurements are included in Appendix B.' j q The repower survey area was divided into two basic survey categories of survey units-structures and surfaces, and open land. . The area 'was further divided into survey units. ) The results presented in this section are structured according to the survey categories. l i 4.1 SURFACES AND STRUCTURES The results of the me surements for total and removable surface' activity have been j convened to proper reporting units of dpm/100 cm2 . Exposure r.1.nessurements were i taken at I meter from tim surface and reported in units of pR/hr.' Measurement results ~ from concrete surfaces pesented in this section have been corrected for background. The results of total and remcvable surface activity and exposure rate measurements at 1 meter from the surface are presented in a graphical format.' All measurements were found to be below 25% of the guideline value for release for unrestricted use. QC1 Verification measurements support the conclusions of final survey regarding the radiological status of the survey unit. During initial survey of miscellaneous metal surfaces, two metal plates (carbon steel) covering the top of valve risers were identified with total surface activity (fixed) slightly in excess of 25% of the guideline value for release for unrestricted use (maximum activity of 1546 dpm/100 cm2). Investigation revealed that the plates were .l fabricated on site. Investigative surveys within the risers and on the underside of the I plates indicated no elevated surface activity in excess of MDA. Further analysis of the plates by gamma spectroscopy indicated that the only radionuclides present were those found in the thorium and uranium decay cbin (naturally-occurring radionuclides). Activity measurements for these items were excluded from statistical evaluation and data reporting for this survey unit.

y Surfaces and Structures .j r Final survey of surfaces and structures included approximately 570 measurements: 230 1 direct measurements for total surface activity; 204 measurements for removable' alpha and L j

                                         ; beta activity; and 136 one meter exposure rate measurements. . Of 434 measurements for; total and removable surface activity in 5 survey units,12 measurements were in excess of J l -
MDA: 11 total activity measurements and 1 removable alpha activity measurement. Two of the total surface activity measurements greater than MDA were obtained from metal'  ;

objects (circular plates), which were removed from the repower area for further evaluation. , Analysis of the objects by gamma spectroscopy indicated that the elevated surface activity { was-due to naturally occurrmg radionuclides and not licensed material. Investigation  ! surveys were performed to evaluate the remaining 9 elevated total surface activity . { measurements and were found to be less than the guideline value. The removable alpha >j 2 activity measurements (1.95 dpm/100 cm ) which was si5htly greater than the MDA of i 2 1.64 dpm/100 cm was recounted and found to be less ti.an the MDA. 'None of the~. i measurements for total and remomble surface activity were in excess of 25% of the ' guideline value due to the presence oflicensed material.'

                                         . A sediment sample was collected from a valve pit in the repower area, in addition.to                                                    l surface activity measurements. This sample was analyzed by gamma spectrometry. .No activity was detected in this sample in excess of the MDA.- All surface activity -                                                       ;

measurements were significantly less than the guideline values for release for unrestricted

. Onen I and Arame Final' survey of open land areas included collection of exposure rate measurements, surface and subsurface soil samples, as well as liquid samples from the monitoring wells and septic tanks inside and adjacent to the repower area. A total of 47 exposure rate measurements were obtained at a distance of 1 meter prior to soil sampling. All exposure rate , measurements were less than 5 R/hr above background. Surface soil samples were l collected at 35 locations (2 samples split for QC analysis). Subsurface soil samples were collected at 12 locations (3 samples split for QC). Analysis of these samples for principal gamma emitters indicated that, after correction for environmental concentrations, no activity h was identified due to the presence oflicensed radionuclides. Liquid samples were collected from the monitoring wells and the septic tank influent. A total of 4 well samples and 6 - septic tank samples were collected and analyzed for principal gamma emitters. FSV FINAL SURVEY REPORT REPOWER AREA All liquid samples, including QC, were analyzed for tritium. The tritium concentration in liquid samples was equivalent to environmental' concentrations' Final survey of the repower area was performed in accordance with the FSV Final Survey - Plan (Ref.1), FSV commitments in response to NRC RAIs (Ref. 2, 3 and 4), and approved . final survey implementing procedures.
