RE: CDPS Discharge Permit CO-0001121 Fort St. Vrain Missing Analytical Data for the 001B Outfall for November 1993

During the month of November 1993, the Fort St. Vrain Station discharged from its alternate discharge point 002 to the St. Vrain River beginning at midnight on November 1, 1993. The facility was instructed to continue discharge through this outfall during the entire month 'of November while maintenance work was being conducted "

on the ' 001B Goosequill Ditch path to the South Platte River.

However, following' completion.of.the maintenance work on the Ditch and during the Thanksgiving holiday -weekend, station personnel switched the discharge path back through the Goosequill Ditch.

Daily monitoring requirements were completed during the_ period of November 25 through 30, 1993. However, the required monthly parameters were not analyzed for the Goosequill Ditch discharge .i path following the change of flow path. (The monthly parameters

, are monitored by Chemistry Technical Services personnel, who were not on-site during the period from November 25 through November 30, 1993 and, therefore, were not aware of the change in discharge flow path.) As a . consequence, the following parameters were not analyzed for outfall 001B as required during the month of November >

1993: total suspended solids, total residual chlorine, . total chromium, total zinc, total ammonia, and total phosphorus.

These parameters were analyzed at outfall 002 during earlier weeks of November for discharge to the St. Vrain River; the results of those analyses can be characterized as representative of the' effluent through the Goosequill Ditch to the South Platte River as well. Additionally, as soon as this deficiency was discovered on' December 1, 1993, all aforementioned parameters were analyzed and found to be in compliance with the permit limitations.
