NRC QUESTIONS RELATED TO-FLAWS-IN SERVICE WATER. PIPING AT SALEM 2 1.

NRR Question #1 What method was used to determine the size {depth and length) of each flaw? Describe all calibration standards utilized to determine the flaw size, compare the inspection procedure used on the calibration standard to the procedure used to size the flaws in the piping. Based on the method of inspection, calibration standard and inspection procedure, how were the depth and length of each flaw determined?

Flaw size {diameter and depth) is being determined by radiography. "Calibrated" radiographs were prepared from a section of 3" schedule 40 316 SS and a matching elbow into

  • which flat bottomed holes of various depths and diameters were machined with end mills. Holes 1/16", 1/8" and 3/16" in diameters were machined in depths equivalent to 10%, 25%,

50% and 75% of actual wall thickness. Flaw depths were estimated by comparing radiographic densities with the calibrated radiographs. One of the-deeper pits was verified by measuring remaining wall thickness ultrasonically.

NRe Question la Based on inspection procedure, the service environment of the piping and materials used to fabricate the piping, why are you sure there has not been any service - induced cracking from mechanisms such as intergranular stress corrosion?

Response

Stress corrosion cracking (SCe) is not anticipated in the austenitic stainless steel Service Water because of the typically low operating temperatures and pressures. Service Water to the Fan Coil Units normally operates at about 45 to 95 °F and 95 psig and seldom exceeds 100°F.

Applied stress created by thermal cycling is assumed to be miniscule, also due to the very small temperature swings which the system experiences.

While a minimum threshold temperature has never been established for the initiation of sec, it is well recognized that at ambient temperatures extremely high stresses and aggressive environment are necessary for sec to occur.

This is supported by the fact that no sec failures have been

  • reported in stainless steel Service Water piping at Salem and no sec was observed in the radiographs of the FCU piping. Radiography is not ideally suited to the detection of sec, but due to the shear number of radiographs taken in investigating this problem, we would expect to see some evidence of sec if it was occurring. In the eight or ten joints where indications were identified as cracks, these were evaluated as welding defects from the original fabrication or installation.

Stainless steel Service Water piping was previously examined in the investigation of pitting corrosion at the #12 Component Cooling Heat Exchanger, reported to Region l on 12/8/82. Extensive radiography was performed at that time also, and dye penetrant examination was performed on a number of end preps in the course of repairing, replacing or overlaying the joints. No cracking was identified at th~t time, nor was any seen in the metallographic ex~min*tion of*

several joint specimens. In the following outage the piping was reinspected including rnetallographic examination. The Inconel 625 weld remained in excellent condition. Any pitting near the weld stopped at the Inconel weld material *

Response

Radiography of approximately 1200 weld joints in the 3 11 sch 40 316SS Fan Coil Unit inlet and outlet piping was completed on 12/5/86. A total of 99 areas were rejected for having a wall thickness of less than .120 11 remaining below the pitting attack. Wall thickness has been restored in these areas by external weld overlays of Inconel 625 .120 11 thick, 360° around the pipe for widths ranging from about 1 1/2" to 2 II*

In addition, 45 joints were rejected for fabrication/

installation weld defects. (original installation in accordance with ANSI B3.l.7 did not call for radiography).

These are being cut out and replaced with new welds.

In virtually all cases, the pitting attack was located at or near the weld joints. Most of the pitting has occurred within 1/2" of the joint with a few isolated pits l" to 2" away from the joint. Radiography was performed with 4"xl0" film so that piping approximately 5 11 on each side of each weld could be evaluated most of the time. A full length I.D. visual inspection was performed on a sample of 9 pipe sections to determine if pitting attack was occurring in the middle of the pipe away from the weld joints. The inspection, performed with a Welsh-Allyn miniature video camera on 12/6/86, confirmed the existence of a pit under a tack weld. This pit had been identified previously in the radiograph of the adjacent weld joint. No significant pitting was identified in the interior of the piping away from the weld joints.

The pitting is generally rounded, running from about 1/16" to 3/16" in diameter, with about one to three significant pits in 40 to 50% of the joint areas. Some pits are irregular or slightly elongated with major dimensions of up to about 7/16" or 1/2". In worst cases 10 or 15 significant pits may be observed in a single joint area. Radiographic overlays (skins) have been made up of a dozen of the more severely pitted joint areas and are attached to this response to illustrate the condition.

NRR Question #2b Provide cross-sectional maps of flaw depths and lengths, illustrating the range of degradation.

Response

Maximum flaw depths for each location are shown in the printout. Flaw lengths (diameters) may be observed in the radi9graphs which are available for viewing. Radiographic "skins" (tissue paper overlays) are prepared for each location requiring weld overlay. Overlays for a dozen of the more severely pitted joint areas have been attached to the response to NRR question #2

  • NRR Questions #3 What is the predicted rate of service induced growth of the flaws during the next service period? What is the basis for the predicted rate of growth?

Response

The service induced growth of the flaws are affected by three major factors, i.e., specific material characteristics, local stress-strain conditions and contacting environment. These factors are location unique, therefore, we predict that the flaw growth rate at each weld joint is different and is assumed to be a linear function of time.

At each weld joint, the predicted flaw growth rate is based on the deepest pit found over a 41 month service period. As an example, the weld joint with a deepest pit of 0.096" (for piping nominal wall of 0.216" the remaining wall thickness is assumed to be 0.120"), the flaw growth rate would be 0.00234 inch/month. For additional service period of 16 months, the total flaw depth would become 0.133 inches (remaining wall thickness would be 0.083").

A subsequent in-service inspection of weld joints will be performed on a sampling basis within the next 6 months to verify the prediction of flaw growth rate and additional engineering assessment will also be conducted at that time.

NRR Question #3 (Supplement 1)

In your analysis what stress intensification factors and/or acceptance criteria have been applied to model the reduced load carrying capability of the piping, which results from the flaws remaining in the piping?

Response

We have used the most conservative assumption that the whole piping wall thickness is reduced by the worst observed flaw at the specific weld joint, the stress calculations are based on ANSI 831.1 equations No. 11, 12, 13 and 14, with calculated stresses significantly lower than the allowable stresses.

The SIF used are 1.3 and 1.78 for straight section and elbow weld joint respectively

  • How much weld overlay will be required to ensure that during the next service period the remaining wall ligament will meet the design criteria for the piping?

Responses:

A program was initiated to add 1/8" weld overlay of Inconel 625 (highly corrosion resistant material) for any weld joint with remaining wall thickness < 0.12 inches based on the following findings:

0 NDE Inspection was performed on 489 weld joints for Fan Coil Units 22 and 24.

0 Generic stress calculations have been performed on inlet and outlet piping for five Fan Coil Units. Assumed a uniform pipe wall of 0.086 inches.

Maximum stresses for pressure, dead weight, thermal and DBE Seismic loads were determined for each stress calculation considering all the node points in the stress analysis model.

Five stress calculations of inlet piping for all Fan Coil units were summarized in a table; the highest value among these five calculations were selected for pressure, dead weight, thermal and DBE seismic; the absolute values of these stresses were added together per ANSI B31.l equations 11, 12, 13 and 14. The calculated stresses were significantly lower then the Code allowables.

A similar evaluation as above was performed for outlet piping and the calculated stresses were significantly lower than the Code allowables.

0 15 weld joints were identified to have wall thickness less than0.086". Weld joint specific stress calculations were generated for this condition. Pipe stresses were found to be acceptable.

The remaining wall thickness would be more than 0.083 inches and will meet the ASNI B31.l design criteria; therefore, weld overlay would not be required at this time.

0 For weld joints with 1/8" weld overlay of Inconel 625 (Inconel 625 is predicted to be corrosion resistant in this environment), the minimum wall thickness remaining would be more than 0.125 inches after 16 months of additional service period, which is more than sufficient to ensure piping structural capability.

0 The piping section properties used in the above stress calculations were determined by considering the deepest pit at the specific weld joint and assumed a uniform thickness deduction for the whole section. Response

Weld overlay is being performed with ENICRM0-3 (Inconel 625) using GTAW process in accordance with PSE&G Nuclear Department Welding Procedure (NDWP) 20. NDWP 20 was qualified in accordance with ASME IX and the Nuclear Department Welding and Brazing Manual

  • NRR Question #7 What data is available to ensure that the materials, process and procedures in item 6 will not be susceptable to the mechanism on item 5?

Response

Our experience with Inconel 625 welds with 316 SS piping at our component coolers have shown that the weld metal is resistant to the effects of the pitting corrosion. Further discussion is provide in response to NRR question #2.

NRR Question #8 Discuss what criteria was used to identify and resolve excessive fitup problems with regard to the Containment Fan Coil Unit (CFCU) piping.

Response

During fabrication of the 3" CFCU p1p1ng, each individual spool piece was field fitted due to the unique con-figuration. Because of the close tolerances-kept during installation and fit-up, the pipe cold spring was observed to be negligible during disassembly of the spool pieces.

The maximum cold pull allowance gap for the CFCU pipe configuration as calculated per PSE&G Pipe Specification S-C-MPOO-MGS-0001 is approximately 0.125". However, during reassembly and startup of Nos. 22 and 24 CFCU's, leaks were discovered between the fan coil cooler flanges and the 3" diameter spool piece flanges (vanstone/lap flanges).

Examination of the spool piece flanges indicated slight warpage to the flange faces occurred during the weld overlay repairs.

To eliminate the possibility of exceeding the cold pull allowance gap due to the pipe shrinkage/flange warpage during the welding process, 1/8" gaskets were substituted for the original 1/16" gaskets. Nos. 22 and 24 CFCU's have been reassembled with 1/8" gaskets and put back into service. Inservice inspections indicate no leakage at the flanged connections *
