SUBJECT:        WATERFORD STEAM ELECTRIC STATION, UNIT 3, RESPONSE TO NOTICE
                OF VIOLATION EA-18-020 (INSPECTION REPORT 05000382/2017009)
Dear Mr. Dinelli:
On July 20, 2018, the U.S. Nuclear Regulatory Commission (NRC) issued a Notice of Violation
to Entergy Operations, Inc. (Entergy), Waterford Steam Electric Station, Unit 3. The finding and
Notice of Violation were associated with the failure to establish appropriate design and
procedures associated with providing electrical power using the N+1 FLEX diesel generator to
support transition phase (Phase 2) strategies necessary to maintain or restore the core cooling
and spent fuel pool cooling capabilities in mitigating a beyond-design-basis external event
(Inspection Report 05000382/2017009 (Agencywide Documents Access and Management
System (ADAMS) Accession No. ML18201A492).
The Notice of Violation required Entergy to respond in writing within 30 days. You requested an
extension of the 30 days by letter, dated August 9, 2018 (ML18221A639). This request was
approved by letter, dated August 21, 2018 (ML18232A575). On September 12, 2018, you
responded to the Notice of Violation by letter (ML18255A321).
We have reviewed your reply and concluded that it does not describe the corrective actions nor
give a specific expected completion date. Based on discussions during the Problem
Identification and Resolution inspection, we understand that you are still evaluating multiple
options for restoring compliance and the date to restore full compliance is based on the option
that will be selected.
In order to support inspection planning, you are requested to supplement your initial response to
the Notice of Violation promptly after you have determined the option you will pursue to restore
compliance. Your update should describe the corrective actions planned to restore compliance
and the date which compliance is expected to be restored.
In accordance with Title 10 of the Code of Federal Regulations (10 CFR) 2.390 of the NRCs
Rules of Practice, a copy of this letter will be made available electronically for public inspection
in the NRC Public Document Room or from the NRCs document system Agencywide
Document Access and Management System (ADAMS), accessible from the NRC Web site at
http://www.nrc.gov/reading-rm/adams.html.
