Presently, anITEtype27fixedvoltagefixedtimerelayisused.Thisrelay,contactisinserieswiththesafetyinjection signal,suchthatthisrelaycouldonlyactuateduringanaccidentcondition.
Inordertosatisfythestaffrequirement andprecludeseparation fromtheoffsitesourceduetospuriousactuation ofasinglerelayfollowing asafeguard signal,asecondITEtype27willbeinstalled.
Thetworelayswillbeparalleled andtheircontactswillbeseriesconnected toproducetherequiredacceptable coincident 2-out-of-2 logicperbus.Eachofthe4160voltClassIEsafetyrelatedbusseswillhaveatotalofsix(6)undervoltage devices..
Thesewillbeofafixedtime,fixedvoltagetype.ThepresentWestinghouse's CV-2--inverse timerelayswillnotbeutilized.
AsproposedintheTechnical Specification, three(3)different voltage/time setpoints willbeincorporated in'theoverallrelayinglogicscheme.Eachsetofvoltage/time setpoints willbesupported byasetoftwo(2)undervoltage devices.Thisschememeetsthestaffrequirement foracoincident 2-out-of-2 logic.Ther'eisnointertiebetweentheAandB480voltClassIEbussesorbetween'heAandB4160voltClassIEbussesundervoltage tripping/diesel generator starting/load sequencing logics.Shouldtestingormaintenance berequiredoradevicemalfunction occur,itwouldaffecttherespective busonly.Theotherbuswillremainconnected toitssourceandreadytoinitiateitsdieselgenerator shoulditberequiredtoprovideprotective actionasspecified inIEEE-279-1971.
The480voltand4160voltschemeswillinclude'builtintestability andannunication ofby-passinthecontrolroom.Clarification No.2:Whatistheequivalent voltageonthe4KVbusthatcorresponds tothe429voltscondition onthe480voltbus?Avoltageof429voltsonthe480voltClassIEsafetyrelatedbussescorresponds to94.4%or3927voltsonthe4160voltClassIEbussesduringthecondition whentheunittripsFromfullloadandtransfers theloadstothestart-uptransformer withaconcurrent accidentcondition.
Atthisvoltageonthe4160voltbusses,the4160voltequipment iscapableofstartingandrunning.The429voltsetpointsatisfies thestaffrequestthatthebusvoltageofallsafetyrelatedequipment beabovetheirrequiredstartingvoltageduringanaccidentcondition.
Clarification No.3:Clarifythe8seconds(7sec.+1sec)timedelayonthe480voltbusundervoltage relays.Forthecaseoflossofoffsitepower,theperiodbetweenthetimeofanaccident(safetyinjection actuation signal-SIAS)andthetimewhenthesafetyinjection systemstartstopumpemergency coolingwaterintothecoreisassumedtobe30secondsintheFSARaccidentanalyses.
Thistimeincludesa10secondperiodinbringingthedieselgenerator uptospeedandvoltage.The7seconds+1secondtimedelayforthe480voltundervoltage busrelayscomesintoplayonlywhen'naccidentconcurrent withadegradedsystemvoltageexists.SinceunderanSIASthedieselgenerator automatically starts,comesuptospeedandvoltagewithin10secondsandstandsbyreadytoacceptloads,the8secondsmaximumtimedelayinthe480voltrelaysdonotaddanyadditional timetothecorecoolinganlysisforaccidentcondition concurrent.;with lossofoffsitepower.The8secondsmaximumtimeprecludes spuriousactuation duetomomentary fluctua-tioninthesystemandthesystemisgivenanopportunity toremainonthepreferred source.Clarification No.4:Providedesigninformation suchas,relaytypes,onelines,etc.,ontheproposedundervoltage relayinglogicfor.the480voltand4160voltbusses.PDetaileddesignfortheproposedschemeonClarifications
