1.0INTRODUCTION

1.1PurueeeTodescribeanddefinetheresponsibilities andactionsnecessary toactivatetheJointPublicInformation Center(JPIC).2.0ATTACHMENTS None3.0INITIATING CONDITIONS ANDORREUIREMENTS 3.1TheJointPublicInformation Centerwillbeactivated ataSiteAreaEmergency, orearlierifwarranted, byacombineddecisionoftheSiteEmergency Coordinator, theCookEnergyInformation CenterManager,theIMPublicAffairsDirectorandtheAEPSCSeniorVicePresident, PublicAffairs.3.2Iftheprognosis fortheincidentisoneofrapidescalation ortheGovernoroftheStateofMichigandeclaresa"StateofDisaster,"

theJPICwillbeimmediately activated, regardless oftheclassification level.4.0RESPONSIBILITIES 4.1JPICDirector4.1.1TheJPICDirectorisresponsible forcoordinating allinformation attheJPICwithcounterparts fromthecounty,stateandfederalagenciesandotherinvolvedwiththeemergency.

4.1.2TheJPICDirectorwillmaintaincontactwithutilitymanagement dealingwiththeemergency todevelopnewsreleases, supervise allcommunications withthenewsmediaandrelayinformation toothersinvolvedwiththeemergency.

4.1.3TheJPICDirectorisalsoresponsible forthescheduling andpostingofallmediabriefings.

4.2UtilitySpokesperson 4.2.1TheUtilitySpokesperson isthe"singleutilityspokesperson" whendealingwiththenewsmediathroughout theemergency.

Thespokesperson willbethesourceofutilitystatements quotedinpressbriefings orreleases, andwillrepresent theutilityatformalpressbriefings toanswertechnical questions abouttheincident.

4.3JPICSet-UpCoordinator 4.3.1TheJPICSet-UpCoordinator isresponsible forcontacting andcoordinating withLakeMichiganCollegepersonnel theset-upofallareasattheLMCMendelCenterforuseastheJPIC.4.4,.RumorControlCenterCoordinator 4.4.1ITheRumorControlCenterCoordinator isresponsible forloggingallincomingtelephone callsutilizing themessagelogform(SeeIERP3.02,Attachment 11)andproviding accurateinformation ontheincidenttothecallers.Information fromthesecallswillbesuppliedto.personnel atthecommandcentertokeepthemupdatedonthemajorconcernsofthepublic.4.5SupportOfficeCoordinator TheSupportOfficeCoordinator isresponsible fordirecting theoveralloperation oftheSupportOffice,including clericalfunctions, suchascopying,telecopying, typing,etc.Inaddition, theCoordinator isresponsible fordealingwithallincomingmediaandcompanycallstotheSupportOffice.4.6MediaAreaCoordinator 4.6.1TheMediaAreaCoordinator isresponsible forensuringthatallmediarepresentatives haveadequatefacilities toproperlycoverthebriefings, providepresskitsandrelatedprintedmaterials forbackground, generalinformation aswellaswrittenstatements fromeachbriefing.

Thecoordinator ismerelytoprovidemediasupportandisNOTtospeculate onevents,norattemptanytechnical explanation ofplantandrecoveryoperations.

4.7BriefingStatement Writer4.7.1TheBriefingStatement Writerisresponsible forgathering information ontheincidentandallrecoveryoperations fromeachorganization represented intheCommandCenter(StateofMichigan, BerrienCounty,IERPNo.3.01Page3-2Revision5 IndianaMichiganPower,NuclearRegulatory Commission (ifpossible),

FederalEmergency Management Agency(ifpossible) etc.Thesestatements willthenbeincorporated inasingle,organized newsrelease.4.8EOFPublicAffairsCoordinator 4.8.1TheEOFPublicAffairsCoordinator islocatedintheEmergency Operations Facilityandisresponsible forsupplying information ontheincidentthatmaybeusefulfromapublicinformation standpoint totheJPICCommandCenter.Thecoordinator isalsoresponsible forobtaining comments/approvals fromtheRecoveryandControlManagerforallnewsstatements.

4.9Video/AVCoordinator 4.9.1TheVideo/AVCoordinator isresponsible forsettingupallAVequipment intheMediaBriefingandWorkAreas,theMediaMonitoring Areaandforvideotaping allpressbriefings.

4.10MediaMonitoring Mediamonitoring personnel shallberesponsible formonitoring localradioandtelevision broadcasts toensureinformation abouttheincidentisbeingreportedaccurately.

(I4.11Assignments 4.11.1Assignments foreachoftheabovepositions aswellassupportandback-uppersonnel arecontained inIERP6.02,Attachment 8.5.0PROCEDURE 5.1ActionsoftheJPICDirector5.1.1Following thedecisiontoactivatetheJPIC,viathethree-way conference callorift'eincidentbeginsattheSiteAreaorGeneralEmergency Classification, theJPICDirectorshallinitiatethecallsforstaffingoftheJPIC(SeeIERP6.02,Attachment 8).AsCookEnergyInformation Center,CookNuclearPlant,andSt.JosephDivisionpersonnel willbenotifiedbyothermeans,onlyFortWayneGeneralOfficepersonnel needbenotified.

'5.1.2UponarrivingattheJPIC,theJPICDirectorshalltourtheJPICandensurethatthefollowing facilities havebeensetupandareoperational (SeeIERP3.02).5.1.2.1Recepti'on Area/Security Assignments IERPNo.3.01Page3-3Revision5 5.1.2.2TheCommandCenter5.1.2.3TheSupportOffice5.1.2.4TheRumorControlCenter5.1.2.5TheMediaMonitoring Room5.1.2.6TheMediaBriefingRoom5.1.2.7TheMediaWorkingArea5.1,3Aftercompleting thetouroftheJPIC,theJPICDirectorshallproceedtotheCommandCenterandnotifytheRecoveryandControlManager(EOF)thattheJPICisoperational.

IftheRecoveryandControlManagerhasnotarrivedattheEOF,theJPICDirectorwillmakethisnotification totheSiteEmergency Coordinator.

5.1.4TheJPICDirectorwillthenconsultwiththeUtilitySpokesperson andawaitarrivaloftheStateandCountySpokespersons.

Priortotheirarrival,theJPICDirectorwill,inconjunction withtheutilityspokesperson, determine ifitisnecessary tobriefthemediaand/orrespondtoanymediaquestions.

5.1.5AfterarrivaloftheStateandCountySpokespersons theJPICDirectorshallbriefthemonthecurrentstatusoftheincident.

TheJPICDirectorandallSpokespersons shallformtheJointPublicInformation Team(JPIT).TheJPICDirectorwillscheduleperiodicmediabriefings.

5.1.6OnaperiodicbasistheJPICDirectorshallcheckwiththeRumorControlCenterCoordinator andmediamonitoring personnel todetermine iftheinformation beingdistributed duringthepressbriefings isbeingreportedcorrectly.

Anydiscrepancies shouldbediscussed withtheJointPublicInformation Teamandaneffortshouldbemadetoclearupthesediscrepancies atthenextpressbriefing.

5.2ActionsoftheUtilit,Sokeserson5.2.1OncethedecisionhasbeenmadetoactivatetheJPICtheEmergency NewsCenterManagerbecomestheUtilitySpokesperson.

TheUtilitySpokesperson's firstactionshallbetoinstructtheJPICSet-upCoordinator tobeginsettinguptheJPIC.IftheincidentbeginsatalevelabovetheALERTclassification, theSet-UpCoordinator willreceivetheirinstructions fromtheAdministrative LogisticManager.IERPNo.3.01Page3-4Revision5 5.2.2TheUtilitySpokesperson shalldirecttheCookEnergyInformation CenterCoordinator toarrangeforadditional securityguardsfortheJPIC.5.2.3BeforeleavingtheCookEnergyInformation CentertheUtilitySpokesperson shalldirectanyNewsMediaRepresentatives remaining attheCentertoproceedtotheJPIC.AtapedmessageontheCenterphonesalsowilldirectmediatotheJPICandprovidestatusofthePlant.5.2.4UponarrivingattheJPICtheUtilitySpokesperson shallproceedtotheCommandCenter.5.2.5TheUtilitySpokesperson, inconjunction withtheJPICDirector, shalldetermine ifitisnecessary tobriefthemediaand/orrespondtoanymediaquestions priortothearrivalofState/County orotherrepresentatives.

5.2.6TheUtilitySpokesperson shallworkwiththeTechnical Communicator intheCommandCenter,keepingincontactwiththeTechnical SupportCenterandEmergency Operations

Facility, reviewing telecopied technical datasheets,etc.tokeepabreastoftheincidentandit'recovery.

5.2.7TheUtilitySpokesperson, following reviewofallinformation, shalldetermine thebestcourseofactionforcommunicating detailsontheincidenttothemedia/public.

Technical data,plantactivity/action shouldbesummarized ineasy-to-understand terminology.

Otherinformation ofinteresttothemedia/public shouldbeobtained, i.e.employeestatus,evacuation,

injuries, contaminations, etc.recoveryplans,etc.5.2.8TheUtilitySpokesperson shallworkwiththeBriefingStatement Writertohelpdeveloptheutilityportionofthemediastatement, toincludeinformation abouttheincident, presentactionsandplantconditions.

5.2.9.TheUtility"Spokesperson willbecomeamemberoftheJointPublicInformation Team.Foradditional information andalistofactionsoftheJointPublicInformation TeamseeSection5.11ofthisprocedure.

5.3ActionsoftheJPICSet-UCoordinator 5.3.1Uponreceiving notification toactivatetheJPIC,notifyoneoftheLakeMichiganCollegeMendelCenterPersonnel thatI&Mwillbeusingtheirfacilities asaJPIC(seeIERP6.02,Attachment 8,fornotification numbers).

5.3.7TheSet-UpCoordinator isalsoresponsible formaintenance oftheJPICequipment andsuppliesasdetailedinSection5.14ofthisprocedure.

5.4ActionsoftheRumorControlCenterCoordinator Personnel 5.4.1UponarrivingattheJPIC,theRumorControlCenterCoordinator shallreporttotheJPICDirectorforabriefingontheincident.

AllotherRumorControlpersonnel shallreporttotheRumorControlArea(SeeIERP3.02,Attachment 6)andbeginsettingupthematerials needed,i.e.logbooks,clericalsupplies, etc.5.4.2Afterthebriefing, theRumorControlCenterCoordinator willproceedtotheRumorControlCenterandbriefallpersonnel ontheincident.

5.4.3Eachindividual answering callsshallattempttohandletheminsuchamannerastorelayaccurateinformation tothecaller,correctmisinformation and/orobtainthecorrectinformation forthecaller.Inallcases,RumorControlpersonnel shallbepolite,courteous andprofessional)

Ifaquestioncannotbeansweredimmediately, anattemptshallbemadetoobtaintheinformation and,ifpossible, toinformthecallerdirectlyorhavingtheinformation releasedinthenextmediabriefing.

5.4.F1Eachcallreceivedshallberecordedonthetelephone logform(SeeIERP3.02,Attachment 11)notingthetimeofthecall,personplacingthecall,phonenumber,questions askedorinformation requested.
