On March 7, 2023, an Observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of NextEra Energy Seabrook, LLC (the licensee) via webinar. The purpose of the meeting was to discuss the licensees plan to submit a license amendment request to revise the Seabrook Station, Unit. No. 1 emergency action level (EAL) due to a modification to the containment fire detection equipment scheduled for implementation in the fall 2024 refueling outage. The meeting notice and agenda, dated February 22, 2023, is available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML23053A145. A list of attendees is provided as an Enclosure.

In the meeting, the licensee discussed how they intend to submit a license amendment request for Seabrook to update an EAL to account for a planned modification in the containment building fire detector system. Specifically, the licensee stated that the amendment would be looking to continue the exception in EAL HU4(2) but for a single detector, rather than a zone, and that the exception would be applicable for all Modes instead of just Modes 1 and 2, as is currently approved. The licensee said that the current containment building fire detection system has 9 zones, comprised of 137 ionization smoke detectors. The new system will have 120 photoelectric smoke detectors outside the bio-shield wall and two linear heat detection cables inside the bio-shield wall with an upgraded alarm panel provided in the control room. The licensee stated that they planned to submit the amendment by July 2023. The NRC staff asked a few clarifying questions and reminded the licensee to provide clear justification for the changes being proposed.
