SUMMARY

OF FEBRUARY 16, 2021, TELECONFERENCE WITH ENERGY HARBOR NUCLEAR CORP. TO DISCUSS POTENTIAL LICENSE AMENDMENT REQUEST RELATED TO REVISING FLOOD MITIGATION FOR PERRY NUCLEAR POWER PLANT, UNIT NO. 1 (EPID L-2021-LRM-0016)

On February 16, 2021, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Energy Harbor Nuclear Corp. (EHNC, the licensee) via teleconference. The purpose of this meeting was for EHNC to provide information on a planned amendment request for Perry Nuclear Power Plant, Unit No. 1 (PNPP), related to revising the methodology used for flooding hazard analysis, with exemptions to support flood mitigation. The meeting notice and agenda dated February 3, 2021, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML21047A216 and ENHCs presentation slides are available at ADAMS Accession No. ML21047A152. A list of attendees is enclosed.

During the meeting, EHNCs presentation described the scope and schedule for the proposed license amendment and associated exemptions. During the meeting, EHNC stated that it has reconstituted the site design basis minor stream probable maximum flood and local intense precipitation analyses. As a result, it plans to submit a license amendment request (LAR) to add a technical specification section to use a time-based warning method. EHNC also plans to propose the incorporation of barriers, e.g., permanent ramps, door thresholds, and permanent or temporary flood panels. EHNC will use the FLO-2D computer program for LIP analysis reconstitution. The FLO-2D program uses an unsteady state modeling technique which is a change in the analytical methodology; therefore, a LAR will be necessary. EHNC also mentioned the need for requesting exemptions to permit the crediting of all building exteriors as flood boundaries and crediting of the nonsafety-related plant storm and roof drain systems for event mitigation.

EHNC currently plans to submit the LAR and exemption requests in March 2021.
