Plant)                                                                                                                      g ORDER We currently have under consideration the appeal of Wells Eddleman, pro se, from the Licensing Board's December 11, 1985 third partial initial decision dealing with several safety contentions and emergency planning issues.                                                                            By letter dated May 29, 1986, applicants' counsel informed us that the Board of Commissioners of Chatham County, North Carolina, had adopted a resolution rescinding their prior approval of the emergency response plan.                        Because part of Chatham County is located in the plume exposure pathway emergency planning zone for Shearon Harris, counsel indicated that the applicants are consulting with the involved response agencies and when that consultation is completed they will provide us information about any revisions to the plan.                                                                            We have received no further information from the applicants.

The applicants shall file by July 18, 1986 an update to their earlier letter on the present status of offsite emergency planning for Shearon Harris. Specifically, the applicants should fully explain the nature and effect of the Board of Commissioners' action on offsite emergency planning and what effect, if any, such action has on the pending appeal of the Licensing Board's third partial initial decision. The applicants should also inform us what effect, if any, the County Commissioners' action will have on the appeal of the Licensing Board's April 28, 1986 final decision.

All other parties wishing to respond to the applicants' filing shall file replies by July 25, 1986.
