(Request for Siren Information) 4 The Board, in carrying out its, technical review of the testimony with respect to Eddleman Contention 57-C-3 (iiight-Time Alerting), finds the technical testimony incomplete. Mr. Thomas F. Carter, a NRC/ FEMA r

witness, testified that the Applicants proposed public alert and l

l notification system has been described in a document entitled "Shearon i

Harris Nuclear Power Plant Alert / Notification System Report", (ff. Tr.

9690at9). He also states that the system as presented consisted of 62 Federal Signal Thunderbolt (FST) Model 1000 rotating sirens rated at 125 dBC by the siren manufacturer.

However, the Design Report is not in evidence and is unavailable to the Board.

Applicants' witness, Mr. Keast, testified that "the sound level vs.

l time is determined by the directivity pattern of the siren and the siren l

f rotation rate." (ff. Tr. 9375 at 25) However, the Board does not find in either Applicants or NRC/ FEMA testimony any description of the directivity pattern of the FST Model 1000.

We find that in order to understand the similarities and the differences of the Applicants and NRC/ FEMA testimony that it will be necessary to cite some basis for anticipating the time variation in the siren stimuli in quantitative terms. We, therefore, ask the Applicants to file:

The technical specifications for the FST Model 1000 sirens.

2.

Any recording of siren-produced sound levels at any location in the Harris EPZ where the peak sound levels are 80 dBC, plus or minus'5 dBC, and where the record length is 5 minutes or more. A location where the acoustic signal source is a single siren or a location where multiple sources are present would be acceptable (as long as the multiple signal record could be interpreted in terms of contributions from identified sirens).

s The information the Board is requesting is necessary for our analysis of the record. Therefore, we are reopening the record for the limited purpose of receiving the information we are calling for. We expect that this information will be straightforward and that cross-examination with respect to it will 'not be necessary. However, we will entertain requests,for ' cross-examination from any party if
