| UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 March 25, 2015 Arizona Public Service Company Palo Verde Nuclear Generating Station, Units 1, 2, and 3 SUMMARY OF FEBRUARY 18, 2015, MEETING WITH ARIZONA PUBLIC SERVICE COMPANY TO DISCUSS UPCOMING LICENSE AMENDMENT REQUEST REGARDING IMPLEMENTATION OF RISK-INFORMED TSTF-505, REVISION 1, FOR PALO VERDE NUCLEAR GENERATING STATION, UNITS 1, 2, AND 3 (TAC NOS. MF5559, MF5560, AND MF5561) On February 18, 2015, the U.S. Nuclear Regulatory Commission (NRC) staff hosted a Category 1 public meeting with staff from Arizona Public Service Company (the licensee) at NRC Headquarters, Three White Flint North, 11601 Landsdown Street, North Bethesda, Maryland. The public meeting was originally scheduled for February 17, 2015, but due to the inclement weather, the meeting was rescheduled to February 18, 2015. The purpose of the meeting was to discuss the licensee's upcoming license amendment request (LAR) to adopt Technical Specifications Task Force (TSTF)-505, Revision 1, "Provide Risk-Informed Extended Completion Times -RITSTF [Risk-Informed TSTF] Initiative 4b," for the Palo Verde Nuclear Generating Station, Units 1, 2, and 3 (Palo Verde). The availability of the model safety evaluation for TSTF-505 was published by the NRC staff in the Federal Register on March 15, 2012 (77 FR 15399), for referencing in license amendment applications. The meeting notice and agenda, dated February 4, 2015, are available in Agencywide Documents Access and Management System (ADAMS) at Accession No. ML 15048A037. The licensee provided presentation slides, which are available at ADAMS Accession No. ML 15070A252. The Enclosure contains the meeting attendance list. The licensee presented an overview of its plan to submit the TSTF-505 LAR for Palo Verde and discussed its planned LAR scope and submittal schedule. The licensee also discussed an upcoming LAR to adopt TSTF-439-A, Revision 2, "Eliminate Second Completion Times Limiting Time from Discovery of Failure to Meet an LCO [Limiting Condition for Operation]" (ADAMS Accession No. ML051860296). The TSTF-439-A LAR is a prerequisite to the TSTF-505 LAR. The licensee stated that the TSTF-439 LAR would possibly be submitted in February 2015 and the TSTF-505 LAR in June 2015. The licensee indicated that it will be requesting approval within 1 year for from the 'date of submittal. The NRC staff mentioned that because of current resource challenges, the NRC might not be able to complete its review within the requested timeframe. The licensee indicated that it plans to implement the LAR in late 2016 if it receives the NRC staff approval in time. The licensee plans to use TSTF-505 and Nuclear Energy Institute (NEI) 06-09, Revision 0-A, "Risk-Informed Technical *Specifications Initiative 4b: Risk-Managed Technical Specifications (RMTS) Guidelines" (ADAMS Accession No. ML 122860402), for the LAR. The licensee plans to address the variances from TSTF-505 in the LAR, including the addition of two LCOs, Technical Specification (TS) 3.4.12, "Pressurizer Vents," and TS 3. 7 .3, "Main Feedwater Isolation Valves (MFIVs)," and several variances noted ori Slide 15 of the licensee's presentation. The licensee commented that although TSTF-505 addresses Combustion Engineering Standard Technical Specifications (STS), many of these variances are because Palo Verde has unique plant features. The licensee also discussed its probabilistic risk assessment (PRA) models, specifically internal events, internal flood, internal fire, and seismic PRA models. The licensee stated each PRA model listed above had been developed and peer reviewed. The licensee mentioned that all PRA models have been evaluated against Regulatory Guide (RG) 1.200, Revision 2, "An Approach for Determining the Technical Adequacy of Probabilistic Risk Assessment Results for Risk-Informed Activities," dated March 2009 (ADAMS Accession No. ML090410014). The licensee stated that the baseline total core damage frequency and large early release frequency for Palo Verde meets the risk acceptance guidelines in RG 1.17 4, Revision 2, "An Approach for Using Probabilistic Risk Assessment in Risk-Informed Decisions on Plant-Specific Changes to the Licensing Basis," dated May 2011 (ADAMS Accession No. ML 100910006). The NRC questioned the implementation of TSTF-505 for instrumentation and controls. The NRC staff suggested that the licensee review the NRC request for additional information (RAI) letter sent to Diablo Canyon Power Plant on TSTF-505 LAR dated February 18, 2015 (ADAMS Accession No. ML 15050A 195). NRC staff discussed the option of setting up a monthly status call between the licensee and NRC staff to discuss the review schedule of the TSTF-505 submittal. Four members of the public attended the meeting via telephone. Two comments were made; however, they were out of the scope of the public meeting. SUMMARY
OF FEBRUARY 18, 2015, MEETING WITH ARIZONA PUBLIC SERVICE COMPANY TO DISCUSS UPCOMING LICENSE AMENDMENT REQUEST REGARDING IMPLEMENTATION OF RISK-INFORMED TSTF-505, REVISION 1, FOR PALO VERDE NUCLEAR GENERATING STATION, UNITS 1, 2, AND 3 (TAC NOS. MF5559, MF5560, AND MF5561)
On February 18, 2015, the U.S. Nuclear Regulatory Commission (NRC) staff hosted a Category 1 public meeting with staff from Arizona Public Service Company (the licensee) at NRC Headquarters, Three White Flint North, 11601 Landsdown Street, North Bethesda, Maryland. The public meeting was originally scheduled for February 17, 2015, but due to the inclement weather, the meeting was rescheduled to February 18, 2015. The purpose of the meeting was to discuss the licensee's upcoming license amendment request (LAR) to adopt Technical Specifications Task Force (TSTF)-505, Revision 1, "Provide Risk-Informed Extended Completion Times - RITSTF [Risk-Informed TSTF] Initiative 4b," for the Palo Verde Nuclear Generating Station, Units 1, 2, and 3 (Palo Verde). The availability of the model safety evaluation for TSTF-505 was published by the NRC staff in the Federal Register on March 15, 2012 (77 FR 15399), for referencing in license amendment applications. The meeting notice and agenda, dated February 4, 2015, are available in Agencywide Documents Access and Management System (ADAMS) at Accession No. ML15048A037. The licensee provided presentation slides, which are available at ADAMS Accession No. ML15070A252. The Enclosure contains the meeting attendance list.
The licensee presented an overview of its plan to submit the TSTF-505 LAR for Palo Verde and discussed its planned LAR scope and submittal schedule. The licensee also discussed an upcoming LAR to adopt TSTF-439-A, Revision 2, "Eliminate Second Completion Times Limiting Time from Discovery of Failure to Meet an LCO [Limiting Condition for Operation]" (ADAMS Accession No. ML051860296). The TSTF-439-A LAR is a prerequisite to the TSTF-505 LAR.
The licensee stated that the TSTF-439 LAR would possibly be submitted in February 2015 and the TSTF-505 LAR in June 2015. The licensee indicated that it will be requesting approval within 1 year for from the 'date of submittal. The NRC staff mentioned that because of current resource challenges, the NRC might not be able to complete its review within the requested timeframe. The licensee indicated that it plans to implement the LAR in late 2016 if it receives the NRC staff approval in time.
The licensee plans to use TSTF-505 and Nuclear Energy Institute (NEI) 06-09, Revision 0-A, "Risk-Informed Technical *Specifications Initiative 4b: Risk-Managed Technical Specifications (RMTS) Guidelines" (ADAMS Accession No. ML122860402), for the LAR. The licensee plans to address the variances from TSTF-505 in the LAR, including the addition of two LCOs, Technical Specification (TS) 3.4.12, "Pressurizer Vents," and TS 3. 7 .3, "Main Feedwater
Isolation Valves (MFIVs)," and several variances noted ori Slide 15 of the licensee's presentation. The licensee commented that although TSTF-505 addresses Combustion Engineering Standard Technical Specifications (STS), many of these variances are because Palo Verde has unique plant features.
The licensee also discussed its probabilistic risk assessment (PRA) models, specifically internal events, internal flood, internal fire, and seismic PRA models. The licensee stated each PRA model listed above had been developed and peer reviewed. The licensee mentioned that all PRA models have been evaluated against Regulatory Guide (RG) 1.200, Revision 2, "An Approach for Determining the Technical Adequacy of Probabilistic Risk Assessment Results for Risk-Informed Activities," dated March 2009 (ADAMS Accession No. ML090410014). The licensee stated that the baseline total core damage frequency and large early release frequency for Palo Verde meets the risk acceptance guidelines in RG 1.174, Revision 2, "An Approach for Using Probabilistic Risk Assessment in Risk-Informed Decisions on Plant-Specific Changes to the Licensing Basis," dated May 2011 (ADAMS Accession No. ML100910006).
The NRC questioned the implementation of TSTF-505 for instrumentation and controls. The NRC staff suggested that the licensee review the NRC request for additional information (RAI) letter sent to Diablo Canyon Power Plant on TSTF-505 LAR dated February 18, 2015 (ADAMS Accession No. ML15050A195).
NRC staff discussed the option of setting up a monthly status call between the licensee and NRC staff to discuss the review schedule of the TSTF-505 submittal.
Four members of the public attended the meeting via telephone. Two comments were made; however, they were out of the scope of the public meeting. The NRC did not receive any public meeting feedback forms.
