On December 10, 2003, operators commenced a planned ramp to below 25 percent power in response to a storm forecast predicting high ocean swells. After the high swell warning had been terminated, on December 11, 2003, operators commenced ramping to approximately 50 percent power and remained at that power level to inspect the condenser for saltwater leakage. After these inspections were completed, operators commenced ramping to full power and reached approximately 100 percent power on December 12, 2003. On December 22, 2003, at 1116 PST, a 6.5M earthquake occurred approximately 50 km NNW from the plant, resulting in an Unusual Event (reference Special Report 2003-04, dated January 5, 2004, DCL-03-184). The units remained at 100 percent power during the seismic event.
