Enclosure 1 PG&E Letter DCL-03-053 APRIL 2003, OPERATION SUMMARIES DIABLO CANYON POWER PLANT UNITS I AND 2 Summary of Unit 1 Operation Unit 1 began April in Mode I (Power Operation) at approximately 100 percent power.

There were no significant operational activities.

SummarV of Unit 2 Operation Unit 2 began April in Mode I at approximately 50 percent power. On April 4, 2003, with Unit 2 at approximately 54 percent power, an auxiliary feedwater (AFW) check valve was discovered with its internals installed incorrectly, prompting a Technical Specification required manual shutdown to Mode 5 (Cold Shutdown) to replace the check valve (reference NRC event number 39735).D On April 8, 2003, with Unit 2 in Mode 5, the AFW system actuated on an unplanned signal from the solid state protection system which was placed in service while a steam generator level was below the AFW actuation set point (reference NRC event number 39743). On April 15, 2003, operators entered Mode 1.

On April 16, 2003, operators paralleled Unit 2 to the grid. Unit 2 ended the month at approximately 100 percent power.

Actuations of Pressurizer Safety or Power Operated Relief Valves On April 19, 2003, with Unit 2 at approximately 92 percent power, PCV-456, Pressurizer PORV opened inadvertently during surveillance testing. The interlock automatically closed the PORV, and operators closed the block valve. The pressurizer pressure during the transient dipped to approximately 2165 PSIG. The cause was determined to be use of a superceded procedure.

There were no other challenges to the pressurizer power operated relief valves, pressurizer safety valves, or steam generator safety valves.
