Dear Sir:

On January 9,1978, Florida Power Corporation indicated its intent to install high deasity fuel storage racks at Crystal River Unit 3. At that time, we submitted for the Commission's review conceptual design information concerning this proposed modification and indicated that the final design information would be submitted at a later date.

In this regard, Florida Power Corporation hereby submits for the Commission's review the following final design information:

1. Poison Material Description - Specification 80A1488 (three copies of this specification are enclosed).

2: NES Report " Structural Analysis Design Report for the Crystal River Unit 3 High Density Fuel Storage Racks," NES 81A0522.

3. NES Report " Thermal-Hydraulic Design Analysis Report for the Crystal River Unit 3 High Density Fuel Storage Racks," NES 81A0523.

4. NES Engineering Drawings: 80E1489, 80E1490, 80D1491, 80D1492, 8001493, 8001494, 8001495, 8001496, 8001497, 80D1498, 8001499 and .

80D1500 (three copies of each are enclosed).

5. NES Specification No. 80A1487 " Specification for the Fabrication and Inspection of the Crystal River Unit 3 High Density Fuel Storage Racks" (three copies of this specification are enclosed).

Please note that the engineering drawings and specifications identified in Items 4 and 5 above are of a proprietary nature and in accordance with 10 CFR 2.790, we hereby submit the enclosed affidavit by Nuclear Energy Services, Inc., requesting that these drawings and specifications be withheld from public disclosure.

The detailed Nuclear Analysis identified in Section 4.2 of our January conceptual design submittal will be completed on March 17, 1978, and submitted to the Commission for review at that time. Also included in ,

this March 17, 1978, submittal will be Florida Power Corporation's Environmental and Cast / Benefit Assessment of the proposed modification to the spent fuel storage pools at Crystal River Unit 3.
