CONFIRMATION OF COMMITMENTS TO RESOLVE REACTOR PROTECTION SYSTEM AUDIT CONCERNS On November 9, 1988, a meeting was held at the Palisades Nuclear Plant between Consumers Power Company representatives and Messrs J C Stewart and J M Leivo representing the NRC. At this meeting, Mr Stewart presented the results of the NRC audits at both Gamma-Metrics Corporation and the plant regarding modifications being performed to upgrade the Reactor Protection System (RPS).

CONFIRMATION OF COMMITMENTS TO RESOLVE REACTOR PROTECTION SYSTEM AUDIT CONCERNS On November 9, 1988, a meeting was held at the Palisades Nuclear Plant between Consumers Power Company representatives and Messrs J C Stewart and J M Leivo representing the NRC. At this meeting, Mr Stewart presented the results of the NRC audits at both Gamma-Metrics Corporation and the plant regarding modifications being performed to upgrade the Reactor Protection System (RPS).

These audits were performed to support the NRC's issuance of a license amend-ment regarding our March 25, 1988, submittal.

In concluding, Mr Stewart stated that the modified RPS is acceptable and can be used during the upcoming Plant restart if Consumers Power Company would provide resolution to the five items listed below. Mr Stewart further noted that only item 1 would be required prior to plant restart.

1. Modify the wiring associated with the Thermal Margin Monitor (TMM) channels to:
a. Provide separation of the class lE circuit wiring from the non-class lE annunciator wiring which meets the requirements of IEEE-384-1977.
b. Provide separation of the class lE 120 Volt AC power wiring from the safety signal wiring to eliminate Electro-Magnetic Interference (EMI).
2. Provide an analysis which documents that EMI, to and from the TMM, will not affect the operation of the RPS.
3. Provide an updated Failure Modes and Effects Analysis (FMEA) which includes the installation of th~ modified TMM.

4. Provide documentation that the ambient temperature which the TMM could be exposed to considering present technical specification limits is bounded by actual testing.
5. Perform system maintenance such that the maintenance history is retrievable and can be trended to determine subcomponent reliability.

After review of these, in light of the matters presented by the NRC reviewers, Consumers Power Company agrees to complete all five items. Item 1 will be completed prior to plant restart. Items 2 and 3 will be completed prior to December 30, 1989. Item 4 will be completed prior to December 30, 1988.

Item 5 is an ongoing element of the Corrective Action Program.
