SUMMARY
OF THE MAY 12, 2008, PUBLIC MEETING TO DISCUSS THE 2007 PALISADES END-OF-CYCLE PERFORMANCE ASSESSMENT On May 12, 2008, the Nuclear Regulatory Commission (NRC) held a public meeting at Lake Michigan College in South Haven, Michigan. The meeting was between NRC Region III management and Entergy representatives to discuss the NRCs 2007 End-of-Cycle Assessment of the Palisades Nuclear Plant safety performance. The results of that assessment were discussed in a letter to the licensee dated March 3, 2008 (ADAMS ML080600494).
The NRC began the meeting with an overview of the NRC and the nuclear industry, the NRCs Reactor Oversight Process (ROP), and national ROP results. This was followed by a summary of the NRCs assessment of Palisades performance in 2007. The NRCs meeting presentation slides can be found in ADAMS at ML081280796.
The licensee then provided a response to the NRCs assessment and discussed its plan to address the newly opened substantive cross-cutting issue in human performance. In summary, the licensee concurred with the NRC assessment that Palisades was operated in a manner that preserved the safety of the public and the environment. A list of principal meeting attendees can be found in the attached enclosure.
At the end of the meeting, members of the public were given the opportunity to ask questions of NRC officials. Numerous members of the public asked questions that covered a wide variety of topics including: head replacement, emergency diesel generators, plant response to an earthquake, spent fuel storage and nuclear waste solutions, impact on the Great Lakes, tritium, vessel embrittlement, relicensing, and suggestions to improve communications.
