SUMMARY
OF PUBLIC PRE-APPLICATION MEETING HELD ON JUNE 12, 2017, WITH ENTERGY NUCLEAR OPERATIONS, INC., TO DISCUSS POST SHUTDOWN EMERGENCY PLAN LICENSING ACTIONS AT PALISADES NUCLEAR PLANT (CAC NO. MF9703)
On June 12, 2017, the U.S. Nuclear Regulatory Commission (NRC) staff conducted a Category 1 public meeting with Entergy Nuclear Operations, Inc. (the licensee), at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the upcoming Post Shutdown Emergency Plan and Administrative Technical Specification license amendment request (LAR) submittals for Palisades Nuclear Plant. The LARs support the Palisades Nuclear Plant's transition from an operating plant to a permanently defueled facility. A list of attendees is provided in the Enclosure. The meeting notice and agenda dated May 25, 2017, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML17145A474. The licensee's presentation slides are available at ADAMS Accession No. ML17160A195. No regulatory decisions were made at the meeting.
The licensee provided an overview of the proposed change, background information including the precedents reviewed, and the scope of the planned request including general reasoning for any deviation from industry precedents. The licensee stated that it expects to submit the LARs in July 2017 and will request a normal 1-year review. The licensee answered generic clarifying questions from the NRC staff. Of note, the NRC staff recommended that if the licensee had documentation of state and local officials' position regarding changes to the emergency plan, it would be helpful to include them in their submittal to support Federal Emergency Management Agency (FEMA) review.
The public was invited to observe the meeting and was given an opportunity to communicate with the NRC after the business portion, but before the meeting was adjourned. Two members of the public participated in the meeting by listening on the telephone. There were no questions received from the public. No public meeting feedback forms were received.
