U.S. Nuclear Regulatory Commission Public Meeting Summary October 31, 2022

Title:

Palisades Nuclear Plant Post-Shutdown Decommissioning Activities Report Public Meeting (EPID L-2022-LRO-0073)

The purpose of this meeting was to discuss and receive public comments on the Palisades Nuclear Plant (Palisades) post-shutdown decommissioning activities report (PSDAR), which includes the site-specific decommissioning cost estimate (DCE). The Palisades PSDAR was submitted by Holtec Decommissioning International, LLC (HDI, the licensee) and is available in the U.S. Nuclear Regulatory Commission's (NRCs) Agencywide Documents Access and Management System (ADAMS) under Accession No. ML20358A232.

General Details:

A notice of receipt, availability, the purpose of the public meeting, and request for comments on the Palisades PSDAR was published in the Federal Register on August 26, 2022 (87 FR 52598), which requested that all comments on the Palisades PSDAR and DCE be submitted by December 27, 2022 (see the docket for the Palisades PSDAR at Docket ID NRC-2022-0158).

On August 26, 2022 (ML22242A279), the hybrid meeting notice and meeting agenda were posted on the NRC public web page. A press release was issued on September 9, 2022 (NRC News Release No.22-037). The meeting was also transcribed (ML22292A263).

Summary of Meeting:

The NRC Headquarters staff opened the meeting with a presentation that discussed the reactor decommissioning program, provided a brief decommissioning status for Palisades, and gave an overview of the PSDAR requirements and content of the HDI PSDAR for the Palisades plant.

NRC staff from the Region III office in Lisle, Illinois, then discussed the inspection program for decommissioning reactors, and NRC Headquarters staff explained the NRCs PSDAR review process and relayed details for providing public comment on the Palisades PSDAR and DCE

outside the public meeting. A copy of the presentation slides used for the meeting can be found in ADAMS at Accession No. ML22262A303; these slides were made available to the public in ADAMS and on the NRCs public meeting webpage prior to the meeting.

Following the presentations, the meeting was dedicated to answering questions on the decommissioning program and the NRC staff review process for the Palisades PSDAR and DCE, as well as receiving comments from members of the public. Approximately 120 attendees participated in-person or virtually via Teams. Of the comments related to the Palisades decommissioning plans, many focused on decommissioning funding adequacy, spent fuel storage, inspection, maintenance, and security considerations, groundwater monitoring and effluent release concerns, and the impacts of waste removal from the site via barge. However, numerous comments were also received opposed to, or supportive of, the potential for the Palisades plant to continue operation by taking advantage of the U.S. Department of Energys Civil Nuclear Credit program to pursue restart. While these comments were out of scope for the Palisades PSDAR meeting, they are captured in the meeting transcript.
