SUMMARY

OF NOVEMBER 28, 2017, PUBLIC MEETING WITH ENTERGY NUCLEAR OPERATIONS, INC. REGARDING A POTENTIAL REQUEST ASSOCIATED WITH AN ALTERNATIVE TO THE REEXAMINATION FREQUENCY FOR A RELEVANT CONDITION (EPID L-2017-LRM-0053)

On November 28, 2017, a Category 1 public teleconference meeting was held between the U.S.

Nuclear Regulatory Commission (NRC) staff and representatives of Entergy Nuclear Operations, Inc. (ENO or licensee). The purpose of the meeting was to discuss a potential request associated with an alternative to the reexamination frequency for a relevant condition at Palisades Nuclear Plant (PNP). Specifically, the relevant condition refers to a lodged primary coolant pump impeller piece in the reactor vessel.

The licensee provided background information on the lodged primary coolant pump impeller piece. Details of the lodged piece, the licensee's evaluation, and the NRC staff's evaluation can be found in the NRG inspection report dated May 7, 2014 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML14127A543). The licensee provided the American Society of Mechanical Engineers Boiler and Pressure Vessel Code (ASME Code),

Section XI, requirements for successive examinations of the lodged impeller piece. The ASME Code,Section XI, lWB-2420, states, in part, "the areas containing flaws [or relevant conditions]

shall be reexamined during the next three inspection periods listed in the schedule of the Inspection Program of IWB-2400." The licensee stated that a full core offload and core support barrel removal would have to be completed in order to pertorm these successive examinations; therefore, the licensee considers the examinations a hardship. As such, the licensee intends to submit a request for an alternative to the ASME Code, pursuant to Title 1O of the Code of Federal Regulations Section 50.55a(z)(2), which allows the licensee to submit an alternative to the ASME Code for NRG review and approval if they can show that compliance with the specified requirement would result in hardship or unusual difficulty without a compensating increase in the level of quality and safety. The licensee stated that their proposed alternative would be to pertorm 1 reexamination during the 2nd or 3rd period of the 5th inservice inspection (ISi) interval. The licensee stated the 5th ISi interval started on December 13, 2015, and ends on December 12, 2025. The licensee stated that the basis for the proposed alternative would be similar to their analysis of the lodged piece, which is summarized in the May 7, 2014, NRC inspection report. The NRG staff asked some clarifying questions regarding the level of detail to be provided in the request.

The licensee stated they intend to submit the request within 2 weeks of the public teleconference and request the NRG review to be completed by May 31, 2018. The accelerated schedule is to facilitate planning of their fall 2018 outage.

The public was invited to listen to the meeting and was given an opportunity to communicate with the NRC after the business portion, but before the meeting was adjourned. Members of the public were present and provided comments to the NRC staff. The staff indicated that members of the public who had questions that were outside the scope of the meeting could contact the regional public affairs officers.

No regulatory decisions or commitments were made during the meeting. No public meeting feedback forms were received. There were no meeting materials provided by the licensee.
