SUMMARY

OF APRIL 29, 2024, MEETING WITH HOLTEC DECOMMISSIONING INTERNATIONAL, LLC REGARDING PLAN TO SUBMIT A QUALITY ASSURANCE PROGRAM MANUAL TO SUPPORT POTENTIAL REAUTHORIZATION OF POWER OPERATIONS AT PALISADES NUCLEAR PLANT (EPID L-2024-LRM-0019)

On April 29, 2024, an Observation meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Holtec Decommissioning International, LLC (HDI, the licensee) via webinar. The purpose of the meeting was for the licensee to discuss with the NRC staff their plans to submit a quality assurance program manual (QAPM) to support potential reauthorize of power operations at the Palisades Nuclear Plant. This was a follow-up from a meeting held on February 6, 2024. The meeting notice and agenda dated April 17, 2024, is available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML24117A036. The licensees slide presentation is available in ADAMS at ML24116A293. The licensee began the presentation with background information related to the timeline of events to shutdown the plant in 2022 and then provided a current status of the plant. The licensee then started the discussion on their plan to submit a QAPM. The licensee first went over a revision history of the Palisades QAPM surrounding the plant shut down in June 2022. The licensee described how the QAPM at Palisades went from being part of the previous owners fleet procedure, to being a site-specific plan, to finally adopting the HDI decommissioning quality assurance program (QAP) following the transfer of the license to HDI after the plant had shut down.

The licensee stated how the proposed QAPM would be based on the previous owners fleet QAPM that was in effect at Palisades prior to shutdown and highlighted the differences between the two programs. Differences include removal of any previous owners sites or site-specific information, as well as Big Rock Point; changes in owner description and organizational titles; and consolidation of the function of the oversight manager and quality assurance supervisor into one position at Palisades, as examples. The licensee stressed that except for organizational and administrative changes, the body of the QAPM remains the same in terms of content from what was previously in use at Palisades. Since this new QAPM would not be in effect until after potential reauthorization of power operations, the NRC staff asked what quality assurance controls would be in effect during the period of system restoration, and what document would contain these controls. The licensee stated that they plan to update the HDI decommissioning QAP currently in effect with the appropriate quality assurance controls to cover the activities being performed at the plant during the restoration period. The licensee stated they would make these changes without prior NRC approval using the allowances in the regulations but would be subject to inspection once they were in place. The licensee also stated that this controls would be very similar in content to what would be submitted to the NRC in the new QAPM.

The licensee concluded the presentation by going over project schedule, including status of submittals that were previously submitted, as well dates for future submittals. The licensee stated that they planned to submit the QAPM in May 2024 and request approval by June 2025.

While approval would be requested in June 2025, the implementation date of the transfer would not be until August 2025. This aligns with the licensees overall plan for all of their reauthorization of power operation licensing requests. During the meeting the NRC staff question the appropriate mechanism for submitting the QAPM which was not resolved during the meeting. During a follow-up discussion with the licensee, the NRC stated that supplementing the existing license transfer application (submitted on December 6, 2023, ML23340A161), with the new QAPM would be the most appropriate way to submit the information. This was due to the information related to quality assurance and the new organizational structure already in the application. On May 23, 2024 (ML24144A106), the licensee supplemented the license transfer application with the new QAPM.

Members of the public were in attendance and some of them had comments for the NRC staff.

There were comments in favor of the licensee moving forward with the project for reasons related to providing local jobs, tax revenue, and a clean energy source. Others were against the licensee moving forward with the project for reasons such as it being too risky and too old. Also there were questions regarding the use of the decommissioning funds, reactor vessel head and steam generator integrity, environmental impacts, and overall project cost and how it will be funded.
