The audit was conducted as part of the review process of the license renewal application (LRA) for Nine Mile Point Nuclear Station (NMP), Units 1 and 2, submitted on May 27, 2004, as amended July 14, 2005. The purpose of the audit and review is to verify that the applicant's LRA is pursuant to Title 10 of the Code of Federal Regulations Part 54 (10 CFR 54), ?Requirements for Renewal of Operating Licenses for Nuclear Power Plants." Specifically, the audit and review verify that the applicant's aging management activities and programs will adequately manage the effects of aging on structures and components, so thattheir intended functions will be maintained consistent with the plant's Current Licensing Basis(CLB) for the period of extended operation. This is the regulatory requirement defined in 10CFR 54.21(a)(3).The NRC audit team reviewed LRA AMP and AMR line items which the applicant stated areconsistent with NRC's Generic Aging Lessons Learned (GALL) Report, or are based on NRC'sapproved precedents. The GALL Report is a listing of AMP and AMR line items that represents one method that the NRC staff has already found to be acceptable to meet 10 CFR 54.21(a)(3). By conducting the audit, the NRC also confirms that the applicant ismaking appropriate commitments to modify its Updated Final Safety Analysis Report (UFSAR) to meet the regulatory requirement defined in 10 CFR 54.21(d). Constellation requested a 90-day grace period to amend the LRA and to address the identified open items.Second stageConstellation submitted the amended LRA (ALRA) on July 15, 2005 (ADAMS Accession Nos. ML052000175 and ML052000186)The ALRA is essentially a new and improved document compared to the originalLRA. NMP also provided the staff with a road map by color highlights to identify the changes for ease of the staff reviews and audit.The basis for the ALRA is still the GALL, Revision 0. However, it considered theJanuary 2005 draft GALL as past precedent.The basis documents were improved. Many new sections were added to severalAMPs.Existing AMPs were updated and new AMPs were added to make it consistent withthe January 2005 GALL AMPs.The original audit team was reassembled and conducted 2 audits on AMPs andAMRs, simultaneously. The audits were performed during the week of September 19, 2005 and October 24, 2005. The first audit resolved 173 questions with 159 items closed, and 14 items acceptedwith 6 items requiring further evaluation.The second audit focused on closing out the 6 remaining open questions. This goalwas accomplished.The team also reviewed the changes in AMPs from the January 2005 GALL report tothe September 2005 GALL report and the differences were reconciled with 3 items added to the audit database.The audit database, contained 148 items, and all questions were adequatelyanswered in the database. REPRESENTATIVES TO DISCUSS RESULTS OF THE STAFF AUDIT OF THE AGING MANAGEMENT PROGRAMS AND REVIEWS FOR THE NINE MILE POINT NUCLEAR STATION, UNITS 1 AND 2, LICENSE RENEWAL APPLICATION (TAC NOS. MC3272 AND MC3273)
A public meeting was held on November 18, 2005, in the Town of Scriba, located in Oswego, New York, for the U.S. Nuclear Regulatory Commission staff (NRC or the staff) to discuss the results of the staffs audit of the Aging Management Programs (AMPs) and Aging Management Reviews (AMRs) with representatives of Constellation Energy Group Inc.,
(CEG or the applicant). The audit was conducted as part of the review process of the license renewal application (LRA) for Nine Mile Point Nuclear Station (NMP), Units 1 and 2, submitted on May 27, 2004, as amended July 14, 2005. The purpose of the audit and review is to verify that the applicants LRA is pursuant to Title 10 of the Code of Federal Regulations Part 54 (10 CFR 54), ?Requirements for Renewal of Operating Licenses for Nuclear Power Plants.
Specifically, the audit and review verify that the applicants aging management activities and programs will adequately manage the effects of aging on structures and components, so that their intended functions will be maintained consistent with the plants Current Licensing Basis (CLB) for the period of extended operation. This is the regulatory requirement defined in 10 CFR 54.21(a)(3).
The NRC audit team reviewed LRA AMP and AMR line items which the applicant stated are consistent with NRCs Generic Aging Lessons Learned (GALL) Report, or are based on NRCs approved precedents. The GALL Report is a listing of AMP and AMR line items that represents one method that the NRC staff has already found to be acceptable to meet 10 CFR 54.21(a)(3). By conducting the audit, the NRC also confirms that the applicant is making appropriate commitments to modify its Updated Final Safety Analysis Report (UFSAR) to meet the regulatory requirement defined in 10 CFR 54.21(d). The remaining LRA AMP and AMR line items, and the scoping and screening reviews are being reviewed by other NRC technical branches at the headquarters office located in Rockville, Maryland.

Details of the audit activities conducted by the NRC review team for the review of the NMPs amended license renewal application (ALRA) submitted on July 15, 2005 are described in Enclosure 3, along with the staff audit activities conducted earlier during the staff review of the original NMP LRA submitted on May 27, 2004, for completeness. There were no comments received from members of the public during this meeting.

NRC AUDIT ACTIVITIES FOR THE REVIEW OF AGING MANAGEMENT PROGRAMS AND AGING MANAGEMENT REVIEWS LICENSE RENEWAL APPLICATION (LRA) AND AMENDED LRA (ALRA)
NINE MILE POINT NUCLEAR STATION, UNITS 1 AND 2 DOCKET NOS. 50-210 AND 50-410 The safety audits and reviews of NMP LRA AMPs and AMRs which the applicant stated to be consistent with the GALL Report were performed in two stages, the LRA and the ALRA.
First stage C On May 26, 2004, NMP submitted the LRA for Units 1 and 2 (ADAMS Accession No. ML041470060)
C NRC quickly mobilized an audit team consisting of contractors and NRC staff, covering 5 engineering disciplines.
C For NMP, AMPs are common for Unit 1 and 2. AMRs are unit specific. Unit 1 is a boiling water reactor (BWR) Mark I and Unit 2 is a BWR Mark II. Component sizes and design requirements are all different. Therefore, is equivalent to two applications and two reviews.
C During the first site audit, at the request of the NRC, a question and answer list (daily list - audit data base) was developed to track questions and answers.
Status at the end of the first stage
< Team members asked 155 questions
< A supplement, dated October 29, 2004, was issued covering 18 LRA revisions and 5 commitments
< All issues resolved (some with follow-up actions), no requests for additional information (RAIs)
< Team members asked 230 questions. The number of questions was excessive because one or more of the following:
- a. credited an AMP which is not capable of managing certain aging effects;
- b. the ?discussion column said ?not consistent with GALL while in reality it is consistent with GALL with exception; Enclosure 3
- c. the ?discussion column said ?aging effects not applicable, the GALL Report requires further evaluation;
- d. many AMPs NMP has implemented were not considered in the AMR;
- e. preparer(s) confused among the various AMPs implemented under One In-Service Inspection Plan;
- f. changes of personnel and loss of continuity;
- g. all questions were discussed several times. Some questions still require follow-up. Data Base for the staffs questions and the applicants responses is now on the dockets (ADAMS Accession nos. ML050660380 and ML050660384) and;
- h. the applicant provided three supplements to capture their responses to the NRC audit teams questions as well as their responses to the headquarters staffs requests for additional information (RAIs) dated December 6, 2004 (ADAMS Accession no. ML043490370); February 4, 2005 (ADAMS Accession no. ML050450485); and February 11, 2005 (ADAMS Accession No. ML050560199)
C The staff reviewed the supplements and found, subsequently, that the supplements did not provide sufficient responses to some questions that were previously asked, both as the staffs audit questions and the staffs requests for additional information (RAIs). Constellation requested a 90-day grace period to amend the LRA and to address the identified open items.
Second stage C Constellation submitted the amended LRA (ALRA) on July 15, 2005 (ADAMS Accession Nos. ML052000175 and ML052000186)
C The ALRA is essentially a new and improved document compared to the original LRA. NMP also provided the staff with a road map by color highlights to identify the changes for ease of the staff reviews and audit.
C The basis for the ALRA is still the GALL, Revision 0. However, it considered the January 2005 draft GALL as past precedent.
C The basis documents were improved. Many new sections were added to several AMPs.
C Existing AMPs were updated and new AMPs were added to make it consistent with the January 2005 GALL AMPs.
C The original audit team was reassembled and conducted 2 audits on AMPs and AMRs, simultaneously. The audits were performed during the week of September 19, 2005 and October 24, 2005.
C The first audit resolved 173 questions with 159 items closed, and 14 items accepted with 6 items requiring further evaluation.
C The second audit focused on closing out the 6 remaining open questions. This goal was accomplished.
C The team also reviewed the changes in AMPs from the January 2005 GALL report to the September 2005 GALL report and the differences were reconciled with 3 items added to the audit database.
C The audit database, contained 148 items, and all questions were adequately answered in the database. The database for the staffs questions and the applicants responses is now on the dockets (ADAMS Accession No. ML053460458).
