CALVERT CLIFFS NUCLEAR POWER PLANT, UNIT NOS. 1 AND 2, NINE MILE POINT NUCLEAR STATION, UNIT NOS. 1 AND 2, AND R. E. GINNA NUCLEAR POWER PLANT - ACCEPTANCE OF REQUESTED LICENSING ACTION REGARDING DIRECT LICENSE TRANSFER (TAC NOS. MF2584, MF2585, MF2586, MF2587, AND MF2588)

Dear Ms. Korsnick:

By letter dated August 6, 2013 (Agencywide Documents Access and Management System (ADAMS) Accession Nos. ML13232A156 and ML13232A157), as supplemented by letter dated August 14, 2013 (ADAMS Accession No. ML13228A186), Constellation Energy Nuclear Group, LLC, the licensee, submitted a license amendment request (LAR) for Calvert Cliffs Nuclear Power Plant, Unit Nos. 1 and 2, Calvert Cliffs Independent Spent Fuel Storage Installation (ISFSI), Nine Mile Point Nuclear Station, Unit Nos. 1 and 2, Nine Mile Point Nuclear Station ISFSI, R. E. Ginna Nuclear Power Plant, and R. E. Ginna ISFSI. The proposed LAR would directly transfer operating authority of the aforementioned licenses to Exelon Generation Company, LLC. The purpose of this letter is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staff's acceptance review. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

Consistent with Section 50.90 of Title 10 of the Code of Federal Regulations (10 CFR), an amendment to the license (including the technical specifications) must fully describe the changes requested, and following as far as applicable, the form prescribed for original applications. Section 50.33 of 10 CFR addresses the content of general information required.

The licensee requested a shorten review period to support their implementation date. The NRC staff will make an effort to support the licensee's schedule.
