Review Visits INPO TSG Review Visits
- Completed at all domestic sites between 2004 and 2009
- Review visits continue as follow-up follow up reviews (4 per year) and are focused on closing industry performance gaps identified in the self-assessment
- Reviews are part of plant evaluation process In July 2010, all sites completed a self-assessment to evaluate gaps against industry best practices and submitted report to INPO
- Self-assessment summary results will be shared with industry 4
AREA ACTIVITIES Transmission Owners & Operator &
Nuclear Operator Interface Regular scheduled site specific interface meetings Joint meetings with all nuclear facilities and interconnecting transmission owners System outage planning and scheduling meetings Implementation of formal agreements and procedures Agree upon process for notify and mitigation real time and post-contingency (N-1) degraded voltage conditions 5
ANALYSIS TOOLS Planning studies which incorporate Nuclear Facilities voltage criteria Pre-maintenance system capability studies Facility specific dynamic system response studies Real-time on-line contingency monitoring program (IN 2000-06)
Improvement in Nuclear Facilities system load flow analysis capability 6
MODIFICATIONS Improvements in grid voltage support capabilities Improvements to Nuclear Facilities capability to respond to degraded voltage conditions Decreased voltage drop within the Nuclear Facilities 7
IEEE IEEE Standard 741-2007 Annex A provides guidance with respect to:
- Protection of Class 1E equipment for loss and degraded voltage conditions
- Determining of settings for loss of voltage and degraded voltage protection systems and their time delay
- Provides a description of a protection scheme that would meet the Annex A guidance 8
FERC / NERC The electrical power industry has developed, approved by industry ballot and issued mandatory standards that address unique operating requirements of nuclear generating stations These NERC standards have been FERC approved, are auditable and enforceable with financial penalties for non-compliance EOP-005 System Restoration Plan (May 2007)
Restoration of off-site power as a high-priority NUC-001 Nuclear Plant Interface Coordination 9
NUC-001-2 Nuclear Plant Interface Coordination The standard became effective April 1, 2010 The standard is applicable to all transmission, distribution and generator entities that provide services related to Nuclear Facilities interface requirements The standard consists of 9 requirements that require:
Requires transmission originations and Nuclear Facilities to agree (NPIR) upon and have agreement to ensure Nuclear Plant licensing requirements are maintained maintained.
Requires the NPIR to be incorporated into transmission planning and operating analysis Operate the transmission system and the Nuclear Facility per the NPIR Coordinate outage and maintenance activities Communication of proposed transmission or Nuclear Facility modifications, which could impact the NPIR Requires notification and communication protocols 10
RESULTS Improvements in the capability of the grid support Nuclear Facilities Improvements in the ability of Nuclear Facilities to operate at lower voltages D
Decreased d th the period i d off titime a N Nuclear l F Facilities iliti would have to operate with real or potential degraded voltage condition Improved communication between transmission originations and Nuclear Facilities Information from Generic Letter GL 2006-02 11
CONCLUSIONS - 1 The electrical power industry is better informed of the unique operating and post operating requirements of nuclear generating facilities.
The electrical power industry has put in place mandatory standards to address these requirements. (NERC)
Area transmission authorities have established formal process and system monitoring capability to identify and respond to real-time and post contingency degraded voltage conditions.
