Robust NRC Oversight

  • Licensee performance, characterized by a weak corrective action program, placed plant in Column 4 of the Action Matrix
  • Ongoing NRC oversight to ensure safety margins maintained
  • Current regulatory actions are adequate

Pilgrim Performance Problems

  • Degraded Cornerstone Column (since 4th Quarter 2013)
  • Two White Performance Indicators (PIs): Unplanned Scrams, Unplanned Scrams with Complications
  • Two White Parallel Findings:

o Inadequate corrective actions for the two White PIs o Did not meet Inspection Procedure 95002 Objectives o Remained in the Degraded Cornerstone column for more than five quarters

Pilgrim Performance Problems

  • White Finding in September 2015 for not identifying and correcting a safety relief valve failure
  • White Finding combined with performance within the Degraded Cornerstone for more than five quarters
  • Led to Pilgrim performance transition to Column 4

NRC Oversight Actions Are Comprehensive

  • Ensure adequate safety margins maintained

o significant issues in corrective action program (CAP) appropriately addressed o interim licensee actions arresting CAP performance declines

  • Increased Problem Identification and Resolution samples on previously identified performance issues

  • Additional Resident Inspector was assigned to site
  • Quarterly Assessments - increased management oversight
  • Current regulatory actions are adequate
