Pilgrim Post-Shutdown Decommissioning Activities Report (PSDAR) Public Meeting January 15, 2019 Plymouth, Massachusetts Bruce A. Watson, CHP, Chief Reactor Decommissioning Branch Office of Nuclear Material Safety and Safeguards Tonights meeting is on the proposed decommissioning activities after Pilgrim permanently ceases operation on June 1, 2019.
NRC will hold a separate public meeting in March on NRCs assessment of Pilgrims operating performance.

Reactor Decommissioning Options
- DECON: Equipment, structures, etc. are promptly removed or decontaminated to a level that permits radiological release (6 plants in DECON)
- SAFSTOR: Plant placed in a safe, stable condition and maintained in that condition until it is subsequently decontaminated to a level that permits radiological release (15 plants in SAFSTOR)
- Radiological Decommissioning must be completed within 60 years of permanent cessation of operations

Pilgrim PSDAR and License Transfer Application The NRC Review Process January 15, 2019 Plymouth, Massachusetts John G. Lamb, Senior Project Manager Special Projects and Process Branch Office of Nuclear Reactor Regulation
- Major radiological decommissioning activities may start after Pilgrim permanently ceases operations, Entergy permanently removes fuel from the Pilgrim reactor vessel, and 90 days after the NRC receives the PSDAR.
- Decommissioning activities must not endanger the public health and safety or result in significant environmental impacts not previously reviewed.
NRCs PSDAR Review Process:
Evaluation Criteria
- Provides reasons for concluding that environmental impacts of site-specific decommissioning activities are bounded by previous Environmental Impact Statement (EIS)
- NUREG-0586 (ML023470304), Final Generic Environmental Impact Statement on Decommissioning of Nuclear Facilities
- Consider site-specific impacts in NUREG-1437, Supplement 29 (ML0719900020) and impacts not addressed in prior EISs

Environmental Review
- Staff will make the PSDAR available for public comment and hold a public meeting
- Staff will notify the licensee if additional information is required
- Document the NRC review
- Address the comments received
- If the NRC finds the PSDAR meets the regulation after its review, a letter will be sent to the licensee.
- The licensee shall notify the NRC in writing and send a copy to the State before performing any decommissioning activity inconsistent with, or making a significant schedule change from, those actions and schedules described in the PSDAR NRCs PSDAR Review Process
- Consistent with NRC Regulation 10 CFR 50.80, the NRC must determine that the proposed transferee is qualified to be holder of the license
- Areas that NRC reviews for license transfers:

- If approved, an order and conforming amendment are issued NRCs License Transfer Application Review Process
License transfer applications are noticed in the Federal Register (www.govinfo.gov/app/collection/fr) and the public can:
- Request a hearing within 20 days of publication of the Federal Register Notice (FRN), and/or
- Provide comments within 30 days of publication of the FRN.
The Pilgrim license transfer application contains proprietary information. A redacted, non-proprietary version of the application is available to the public; the FRN will describe the process for requesting access to the proprietary information.
The Pilgrim license transfer application was submitted November 16, 2018 (ML18320A031). An FRN regarding the application has not yet been published.
NRCs License Transfer Application Review Process
- Holtec submitted a proposed revised PSDAR (ML18320A040), dated November 16, 2018.
- This PSDAR is a supplement to the license transfer application, and therefore, is part of the license transfer application action and not part of the Pilgrim PSDAR action (ML18333A240); however, this public meeting is accepting comments on both actions.
- The proposed Holtec PSDAR is contingent upon the approval of the license transfer and equity sale closure.
NRCs License Transfer Application Review Process
- Holtec has also submitted a decommissioning trust fund (DTF) exemption request (ML188320A031) to allow it to use the DTF not only for radiological decommissioning, but also for spent fuel management and site restoration.
- Holtec requested a regulatory decision on the exemption request at the same time as the decision on the license transfer application.
